A BILL
To amend title 38, United States Code, to require congres-
sional approval before the appropriation of funds for
the Department of Veterans Affairs major medical facil-
ity leases.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Build a Better VA
4
Act’’.

SEC. 2. CONGRESSIONAL APPROVAL OF DEPARTMENT OF

VETERANS AFFAIRS MAJOR MEDICAL FACIL-
2
ITY LEASES.

(a) IN GENERAL.—Section 8104(a)(2) of title 38,
4
United States Code, is amended—
5
(1) by striking ‘‘No funds’’ and inserting ‘‘(A)
6
No funds’’;
7
(2) by striking ‘‘or any major medical facility
8
lease’’;
9
(3) by striking ‘‘or lease’’; and
10
(4) by adding at the end the following new sub-
11
paragraph:

‘‘(B) No funds may be appropriated for any fiscal
13
year for any major medical facility lease unless the Com-
14
mittees on Veterans’ Affairs of the Senate and House of
15
Representatives adopt resolutions approving the lease.’’.
16
(b) APPLICABILITY.—The amendments made by sub-
17
section (a) shall apply with respect to a lease entered into
18
after the date of the enactment of this Act.
