Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Making Access Records 4 Available to Lead American Government Openness Act’’ 5 or the ‘‘MAR-A-LAGO Act’’. 6 SEC. 2. IMPROVING ACCESS TO INFLUENTIAL VISITOR AC- 7 CESS RECORDS. 8 (a) DEFINITIONS.—In this section: 9 (1) COVERED LOCATION.—The term ‘‘covered 10 location’’ means— 11 VerDate Sep 11 2014 03:46 Mar 23, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S769.IS S769 kjohnson on DSK79L0C42 with BILLS 2 •S 769 IS (A) the White House; 1 (B) the residence of the Vice President; 2 and 3 (C) any other location at which the Presi- 4 dent or the Vice President regularly conducts 5 official business. 6 (2) COVERED RECORDS.—The term ‘‘covered 7 records’’ means information relating to a visit at a 8 covered location, which shall include— 9 (A) the name of each visitor at the covered 10 location; 11 (B) the name of each individual with whom 12 each visitor described in subparagraph (A) met 13 at the covered location; and 14 (C) the purpose of the visit. 15 (b) REQUIREMENT.—Except as provided in sub- 16 section (c), not later than 30 days after the date of enact- 17 ment of this Act, the President shall establish, and update 18 every 90 days, a publicly available database that contains 19 covered records for the preceding 90-day period. 20 (c) EXCEPTIONS.— 21 (1) IN GENERAL.—The President shall not in- 22 clude in the database established under subsection 23 (b) any covered record— 24 VerDate Sep 11 2014 03:46 Mar 23, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S769.IS S769 kjohnson on DSK79L0C42 with BILLS 3 •S 769 IS (A) the posting of which would implicate 1 personal privacy or law enforcement concerns or 2 threaten national security; or 3 (B) relating to a purely personal guest at 4 a covered location. 5 (2) SENSITIVE MEETINGS.—With respect to a 6 particularly sensitive meeting at a covered location, 7 the President shall— 8 (A) include the number of visitors at the 9 covered location in the database established 10 under subsection (b); and 11 (B) post the applicable covered records in 12 the database established under subsection (b) 13 when the President determines that release of 14 the covered records is no longer sensitive. 15 Æ VerDate Sep 11 2014 03:46 Mar 23, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S769.IS S769 kjohnson on DSK79L0C42 with BILLS
