Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Safe Housing for Fam- 4 ilies Act’’. 5 SEC. 2. CARBON MONOXIDE DETECTORS IN FEDERALLY AS- 6 SISTED HOUSING. 7 (a) SUPPORTIVE HOUSING FOR THE ELDERLY.—Sec- 8 tion 202(j) of the Housing Act of 1949 (12 U.S.C. 9 1701q(j)) is amended by adding at the end the following: 10 VerDate Sep 11 2014 21:22 Mar 27, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S755.IS S755 pamtmann on DSKBFK8HB2PROD with BILLS 2 •S 755 IS ‘‘(9) CARBON MONOXIDE DETECTORS.— 1 ‘‘(A) IN GENERAL.—Each owner of a 2 dwelling unit assisted under this section shall 3 ensure that not less than 1 carbon monoxide 4 detector is installed per floor in the dwelling 5 unit in accordance with standards and criteria 6 acceptable to the Secretary for the protection of 7 occupants in the dwelling unit. 8 ‘‘(B) REHABILITATION.—Each owner of a 9 dwelling unit assisted under this section that is 10 located in a property that is undergoing or 11 planning a substantial rehabilitation project 12 shall ensure that, during that rehabilitation, not 13 less than 1 carbon monoxide detector is in- 14 stalled per floor in the dwelling unit in accord- 15 ance with standards and criteria acceptable to 16 the Secretary for the protection of occupants in 17 the dwelling unit.’’. 18 (b) SUPPORTIVE HOUSING FOR PERSONS WITH DIS- 19 ABILITIES.—Section 811(j) of the Cranston-Gonzalez Na- 20 tional Affordable Housing Act (42 U.S.C. 8013(j)) is 21 amended by adding at the end the following: 22 ‘‘(7) CARBON MONOXIDE DETECTORS.— 23 ‘‘(A) IN GENERAL.—Each dwelling unit as- 24 sisted under this section shall contain not less 25 VerDate Sep 11 2014 21:22 Mar 27, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S755.IS S755 pamtmann on DSKBFK8HB2PROD with BILLS 3 •S 755 IS than 1 carbon monoxide detector installed per 1 floor of the dwelling unit in accordance with 2 standards and criteria acceptable to the Sec- 3 retary for the protection of occupants in the 4 dwelling unit. 5 ‘‘(B) REHABILITATION.—Each dwelling 6 unit assisted under this section that is located 7 in a property that is undergoing or planning a 8 substantial rehabilitation project shall, during 9 that rehabilitation, have installed not less than 10 1 carbon monoxide detector per floor of the 11 dwelling unit in accordance with standards and 12 criteria acceptable to the Secretary for the pro- 13 tection of occupants in the dwelling unit.’’. 14 (c) PUBLIC AND SECTION 8 HOUSING.—The United 15 States Housing Act of 1937 (42 U.S.C. 1437 et seq.) is 16 amended— 17 (1) in section 3(a) (42 U.S.C. 1437a(a)), by 18 adding at the end the following: 19 ‘‘(8) CARBON MONOXIDE DETECTORS.— 20 ‘‘(A) IN GENERAL.—Each public housing 21 agency shall ensure, for each dwelling unit in 22 public housing owned or operated by the public 23 housing agency, that not less than 1 carbon 24 monoxide detector is installed per floor in the 25 VerDate Sep 11 2014 21:22 Mar 27, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S755.IS S755 pamtmann on DSKBFK8HB2PROD with BILLS 4 •S 755 IS dwelling unit in accordance with standards and 1 criteria acceptable to the Secretary for the pro- 2 tection of occupants in the dwelling unit. 3 ‘‘(B) REHABILITATION.—With respect to 4 public housing for which a public housing agen- 5 cy is undergoing or planning a substantial reha- 6 bilitation project, the public housing agency 7 shall ensure that, during that rehabilitation, not 8 less than 1 carbon monoxide detector is in- 9 stalled per floor in each dwelling unit located in 10 that public housing in accordance with stand- 11 ards and criteria acceptable to the Secretary for 12 the protection of occupants in the dwelling 13 unit.’’;
