AN ACT
For the relief of Maria Carmen Castro Ramirez and J.
Refugio Carreno Rojas.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PERMANENT RESIDENT STATUS FOR MARIA
1
CARMEN CASTRO RAMIREZ AND J. REFUGIO
2
CARRENO ROJAS.

(a) IN GENERAL.—Notwithstanding subsections (a)
4
and (b) of section 201 of the Immigration and Nationality
5
Act, Maria Carmen Castro Ramirez and J. Refugio
6
Carreno Rojas shall each be eligible for issuance of an im-
7
migrant visa or for adjustment of status to that of an alien
8
lawfully admitted for permanent residence upon filing an
9
application for issuance of an immigrant visa under sec-
10
tion 204 of such Act or for adjustment of status to lawful
11
permanent resident.

(b) ADJUSTMENT
OF STATUS.—If Maria Carmen
13
Castro Ramirez or J. Refugio Carreno Rojas enters the
14
United States before the filing deadline specified in sub-
15
section (d), he or she shall be considered to have entered
16
and remained lawfully and shall, if otherwise eligible, be
17
eligible for adjustment of status under section 245 of the
18
Immigration and Nationality Act as of the date of the en-
19
actment of this Act.

(c) WAIVER OF GROUNDS FOR REMOVAL OR DENIAL
21
OF ADMISSION.—
22
(1) IN
GENERAL.—Notwithstanding sections
23
212(a) and 237(a) of the Immigration and Nation-
24
ality Act, Maria Carmen Castro Ramirez and J.
25
Refugio Carreno Rojas may not be removed from the
26

United States, denied admission to the United

States, or considered ineligible for lawful permanent
2
residence in the United States by reason of any
3
ground for removal or denial of admission that is re-
4
flected in the records of the Department of Home-
5
land Security or the Visa Office of the Department
6
of State on the date of the enactment of this Act.

(2) RESCISSION OF OUTSTANDING ORDER OF
8
REMOVAL.—The Secretary of Homeland Security
9
shall rescind any outstanding order of removal or de-
10
portation, or any finding of inadmissibility or de-
11
portability, that has been entered against Maria
12
Carmen Castro Ramirez or J. Refugio Carreno
13
Rojas by reason of any ground described in para-
14
graph (1).

(d) DEADLINE FOR APPLICATION AND PAYMENT OF
16
FEES.—Subsections (a) and (b) shall apply only if the ap-
17
plication for issuance of an immigrant visa or the applica-
18
tion for adjustment of status is filed with appropriate fees
19
within 2 years after the date of the enactment of this Act.

(e) REDUCTION
OF IMMIGRANT VISA NUMBER.—
21
Upon the granting of an immigrant visa or permanent res-
22
idence to Maria Carmen Castro Ramirez and J. Refugio
23
Carreno Rojas, the Secretary of State shall instruct the
24
proper officer to reduce by 2, during the current or next
25

following fiscal year, the total number of immigrant visas

that are made available to natives of the country of the
2
aliens’ birth under section 203(a) of the Immigration and
3
Nationality Act or, if applicable, the total number of immi-
4
grant visas that are made available to natives of the coun-
5
try of the aliens’ birth under section 202(e) of such Act.
6
(f) DENIAL OF PREFERENTIAL IMMIGRATION TREAT-
7
MENT FOR CERTAIN RELATIVES.—The natural parents,
8
brothers, and sisters of Maria Carmen Castro Ramirez
9
and J. Refugio Carreno Rojas shall not, by virtue of such
10
relationship, be accorded any right, privilege, or status
11
under the Immigration and Nationality Act.
