A BILL
To amend the Communications Act of 1934 to lengthen
the statute of limitations for enforcing robocall violations,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Robocall Enforcement
4
Enhancement Act of 2019’’.

SEC. 2. STATUTE OF LIMITATIONS FOR ROBOCALL EN-
6
FORCEMENT ACTIONS.

(a) PROVISION OF INACCURATE CALLER IDENTIFICA-
8
TION INFORMATION.—Section 227(e)(5)(A)(iv) of the

Communications Act of 1934 (47 U.S.C. 227(e)(5)(A)(iv))

is amended—

(1) in the heading, by striking ‘‘2-YEAR’’ and
3
inserting ‘‘3-YEAR’’; and
4
(2) by striking ‘‘2 years’’ and inserting ‘‘3
5
years’’.

(b) USE
OF
AUTOMATED
TELEPHONE
EQUIP-

MENT.—Section 503(b)(6)(B) of the Communications Act
8
of 1934 (47 U.S.C. 503(b)(6)(B)) is amended—
9
(1) by striking ‘‘occurred more than 1 year’’
10
and inserting the following: ‘‘occurred—
11
‘‘(i) except as provided in clause (ii), more
12
than 1 year’’; and
13
(2) by striking ‘‘liability.’’ and inserting the fol-
14
lowing: ‘‘liability; or
15
‘‘(ii) in the case of a violation of section
16
227(b)(1), more than 3 years prior to the date
17
of issuance of the required notice or notice of
18
apparent liability.’’.

SEC. 3. IMPOSITION OF FORFEITURES WITHOUT CITA-
20
TIONS.

Section 503(b)(5) of the Communications Act of
22
1934 (47 U.S.C. 503(b)(5)) is amended, in the second
23
sentence—
