A BILL
To direct the Secretary of Agriculture to release certain
reversionary interests of the United States in and to
a parcel of land located in Henderson, Tennessee.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Chester County Rever-
4
sionary Interest Release Act’’.

SEC. 2. DEFINITIONS.
6
In this Act:

(1) SECRETARY.—The term ‘‘Secretary’’ means
8
the Secretary of Agriculture.

(2) STATE.—The term ‘‘State’’ means the State

of Tennessee.

(3) STATE
FOREST
LAND.—The term ‘‘State
3
forest land’’ means the approximately 0.62-acre par-
4
cel of land in Chickasaw State Forest that is identi-
5
fied as ‘‘State Forest Land’’ on the map prepared
6
by the Forest Service entitled ‘‘State Forest Land
7
Detail Map’’ and dated October 9, 2018.

(4) WEBB PROPERTY.—The term ‘‘Webb prop-
9
erty’’ means the approximately 0.90-acre parcel of
10
land owned by Kirby and Leta Webb identified as
11
‘‘Webb Property Lot 1’’ on the map prepared by the
12
Tennessee Division of Forestry entitled ‘‘Webb
13
Property Detail Map’’ and dated October 9, 2018.

SEC. 3. RELEASE OF REVERSIONARY INTEREST.

(a) RELEASE.—To facilitate an exchange of land be-
16
tween the Bethel Baptist Church in Henderson, Ten-
17
nessee, and the State, the Secretary shall release the re-
18
versionary interest of the United States in and to the
19
State forest land described in subsection (b) if, as consid-
20
eration for the release, the State agrees to transfer to the
21
United States a vested future interest in and to the Webb
22
property that is similar to the reversionary interest de-
23
scribed in subsection (b).

(b) DESCRIPTION OF REVERSIONARY INTEREST.—

The reversionary interest referred to in subsection (a) is
2
the reversionary interest of the United States in and to
3
the State forest land that—
4
(1) requires that the State forest land be used
5
for public purposes; and
6
(2) is contained in a deed—
7
(A) granting from the United States to the
8
State the State forest land;
9
(B) dated August 12, 1955; and
10
(C) registered on page 588 of book 48 of
11
the record of deeds for Chester County, Ten-
12
nessee.

SEC. 4. SALE OF MINERAL RIGHTS.

(a) IN GENERAL.—Subject to any valid existing
15
rights of third parties, as soon as practicable after the
16
date on which the Secretary determines that the State has
17
complied with the requirements of subsection (b)(2), the
18
Secretary shall convey to the State the undivided mineral
19
interests of the United States in and to the State forest
20
land.
21
(b) TERMS OF CONVEYANCE.—
22
(1) IN GENERAL.—Not later than 90 days after
23
the date of enactment of this Act, the Secretary
24
shall determine—

(A) the mineral character of the State for-
1
est land; and
2
(B) the fair market value of the mineral
3
interests referred to in subsection (a).

(2) PAYMENT OF COSTS.—As a condition of the
5
conveyance under subsection (a), the State shall pay
6
to the United States—
7
(A) any administrative costs incurred by
8
the United States in conveying to the State the
9
mineral interests referred to in subsection (a),
10
including the costs incurred by the Secretary in
11
making the determinations required under
12
paragraph (1); and
13
(B) an amount equal to the fair market
14
value of the mineral interests referred to in sub-
15
section (a), as determined under paragraph
16
(1)(B).
