Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Plum Island Preserva-
2
tion Act of 2019’’.

SEC. 2. REPEAL OF REQUIREMENT TO SELL CERTAIN FED-
4
ERAL PROPERTY IN PLUM ISLAND, NEW
5
YORK.

(a) SALE.—Section 540 of title V of division D of
7
the Consolidated Security, Disaster Assistance, and Con-
8
tinuing Appropriations Act, 2009 (Public Law 110–329;
9
122 Stat. 3688) is repealed.
10
(b) DETERMINATION.—Section 538 of title V of divi-
11
sion D of the Consolidated Appropriations Act, 2012
12
(Public Law 112–74; 125 Stat. 976) is repealed.

SEC. 3. PRESERVATION OF PLUM ISLAND, NEW YORK FOR
14
CONSERVATION,
EDUCATION,
AND
RE-
15
SEARCH.

In the case of the disposition of Plum Island, New
17
York, the property and assets subject to such disposition
18
shall, under chapter 5 of subtitle I of title 40, United
19
States Code, be limited to the purposes of conservation,
20
education, and research.

SEC. 4. SPECIAL RESOURCE STUDY OF PLUM ISLAND LIGHT
22
STATION.

(a) SPECIAL RESOURCE STUDY.—
24
(1) STUDY.—The Secretary shall conduct a spe-
25
cial resource study of the study area.

(2) CONTENTS.—In conducting the study under
1
paragraph (1), the Secretary shall—
2
(A) evaluate the national significance of
3
the study area;
4
(B) determine the suitability and feasibility
5
of designating the study area as a unit of the
6
National Park System;
7
(C) consider other alternatives for preser-
8
vation, protection, and interpretation of the
9
study area by the Federal Government, State or
10
local government entities, or private and non-
11
profit organizations;
12
(D) consult with interested Federal agen-
13
cies, State or local governmental entities, pri-
14
vate and nonprofit organizations, or any other
15
interested individuals; and
16
(E) identify cost estimates for any Federal
17
acquisition, development, interpretation, oper-
18
ation, and maintenance associated with the al-
19
ternatives.

(3) APPLICABLE
LAW.—The study required
21
under paragraph (1) shall be conducted in accord-
22
ance with section 100507 of title 54, United States
23
Code.

(4) REPORT.—Not later than 3 years after the
1
date on which funds are first made available for the
2
study under paragraph (1), the Secretary shall sub-
3
mit to the Committee on Energy and Natural Re-
4
sources of the Senate and the Committee on Natural
5
Resources of the House of Representatives a report
6
that describes—
7
(A) the results of the study; and
8
(B) any conclusions and recommendations
9
of the Secretary.

(b) DEFINITIONS.—In this section:
11
(1) SECRETARY.—The term ‘‘Secretary’’ means
12
the Secretary of the Interior.
13
(2) STUDY
AREA.—The term ‘‘study area’’
14
means Plum Island Light Station (USCG number
15
1–21090), a historic granite lighthouse originally
16
built in 1869 located on the northwest corner of
17
Plum Island, New York, and as listed on the Na-
18
tional Register of Historic Places on February 18,
19
2011.
