PROHIBITION ON USE OF FUNDS TO TAKE ACTIONS 1 THAT WOULD CONSTITUTE VIOLATIONS OF 2 THE INTERMEDIATE-RANGE NUCLEAR 3 FORCES TREATY DURING THE SIX-MONTH 4 WITHDRAWAL PERIOD FROM THE TREATY. 5 Notwithstanding any other provision of law, no funds 6 may be obligated or expended to take any action that 7 would constitute a violation of the INF Treaty for the du- 8 ration of the six-month withdrawal period under the Trea- 9 ty, effective as of February 2, 2019. 10 SEC. 3. REPORT ON INF TREATY WITHDRAWAL. 11 (a) IN GENERAL.—Not later than 30 days after the 12 date of the enactment of this Act, and every 30 days there- 13 after during the six-month withdrawal period described in 14 section (2), the Secretary of State, in concurrence with 15 the Secretary of Defense and the Director of National In- 16 telligence, shall submit to the appropriate committees of 17 Congress a report that includes the following elements: 18 (1) A description of diplomatic, economic, and 19 INF-compliant military measures that the United 20 States has undertaken in order to bring the Russian 21 Federation back into compliance during the six- 22 month withdrawal period, including consultations 23 with North Atlantic Treaty Organization (NATO) 24 allies. 25 VerDate Sep 11 2014 03:47 Mar 16, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S705.IS S705 kjohnson on DSK79L0C42 with BILLS 3 •S 705 IS (2) A description of the status of the develop- 1 ment of the Russian Federation’s GLCM (SSC–8) 2 and any other INF-range systems, their capabilities, 3 current deployment levels, and the threat they may 4 pose to the United States European and Asian allies 5 and assets in the region. 6 (3) A formal, detailed description of the arms 7 control proposal that the President referenced in his 8 State of the Union Address on February 5, 2019, 9 and the status of any offer to convene the party or 10 parties therein referenced to negotiate the terms of 11 a new agreement. 12 (b) FORM OF REPORT.—The report required under 13 subsection (a) shall be unclassified with a classified annex 14 if necessary. 15 SEC. 4.
