bill; which was read twice and referred to the Committee on Commerce,

To make daylight savings time permanent, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Sunshine Protection
4
Act of 2019’’.
5
SEC. 2. MAKING DAYLIGHT SAVINGS TIME PERMANENT.
6
(a) REPEAL OF TEMPORARY PERIOD FOR DAYLIGHT
7
SAVINGS TIME.—Section 3 of the Uniform Time Act of
8
1966 (15 U.S.C. 260a) is hereby repealed.

(b) ADVANCEMENT OF STANDARD TIME.—

(1) IN GENERAL.—The second sentence of sub-

section (a) of section 1 of the Act of March 19,
2
1918 (commonly known as the ‘‘Calder Act’’) (15
3
U.S.C. 261), is amended—
4
(A) by striking ‘‘4 hours’’ and inserting ‘‘3
5
hours’’;
6
(B) by striking ‘‘5 hours’’ and inserting ‘‘4
7
hours’’;
8
(C) by striking ‘‘6 hours’’ and inserting ‘‘5
9
hours’’;
10
(D) by striking ‘‘7 hours’’ and inserting ‘‘6
11
hours’’;
12
(E) by striking ‘‘8 hours’’ and inserting
13
‘‘by 7 hours’’;
14
(F) by striking ‘‘9 hours’’ and inserting ‘‘8
15
hours’’;
16
(G) by striking ‘‘10 hours;’’ and inserting
17
‘‘9 hours;’’;
18
(H) by striking ‘‘11 hours’’ and inserting
19
‘‘10 hours’’; and
20
(I) by striking ‘‘10 hours.’’ and inserting
21
‘‘11 hours.’’.

(2) STATE EXEMPTION.—Such section is fur-
23
ther amended by—

(A) redesignating subsection (b) as sub-

section (c); and
2
(B) inserting after subsection (a) the fol-
3
lowing:

‘‘(b) STANDARD TIME FOR CERTAIN STATES AND
5
AREAS.—The standard time for a State that has exempted
6
itself from the provisions of section 3(a) of the Uniform
7
Time Act of 1966 (15 U.S.C. 260a(a)), as in effect on
8
the day before the date of the enactment of the Sunshine
9
Protection Act of 2019, pursuant to such section or an
10
area of a State that has exempted such area from such
11
provisions pursuant to such section shall be, as such State
12
considers appropriate—
13
‘‘(1) the standard time for such State or area,
14
as the case may be, pursuant to subsection (a) of
15
this section; or
16
‘‘(2) the standard time for such State or area,
17
as the case may be, pursuant to subsection (a) of
18
this section as it was in effect on the day before the
19
date of the enactment of the Sunshine Protection
20
Act of 2019.’’.

(3) CONFORMING AMENDMENT.—Such section
22
is further amended, in the second sentence, by strik-
23
ing ‘‘Except as provided in section 3(a) of the Uni-
24
form Time Act of 1966 (15 U.S.C. 260a(a)), the’’
