Mr. BOST) introduced the following bill; which was referred to the Com-
mittee on Oversight and Reform
A BILL
To require the procurement of iron and steel products from
American sources, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘American Workers for
4
Security Act of 2019’’.

SEC. 2. REQUIREMENT TO BUY STEEL FROM AMERICAN
6
SOURCES.

(a) IN GENERAL.—No funds appropriated or other-
8
wise available may be used by a head of an entity of the

Federal Government for the procurement of a steel or iron
1
product for the purpose of building a physical barrier
2
along the land border with Mexico if the steel or iron prod-
3
uct is not produced in the United States unless the head
4
of the entity concerned determines that—
5
(1) the procurement of such a steel or iron
6
product produced in the United States—
7
(A) is inconsistent with a public interest or
8
defense interest; or
9
(B) would increase the cost of building a
10
physical barrier along the land border with
11
Mexico by more than 25 percent; or
12
(2) no such steel or iron product produced in
13
the United States is available.

(b) PRODUCED IN THE UNITED STATES.—For the
15
purposes of subsection (a), a steel or iron product shall
16
be considered produced in the United States if the manu-
17
facturing of that product, from the initial melting stage
18
through the application of coatings, occurred wholly in the
19
United States.
