Wilderness, and for other purposes.

following bill; which was referred to the Committee on Natural Resources
A BILL
To create a publicly available lottery system for permits
for the use of motorized or nonmotorized boats in the
Boundary Waters Canoe Area Wilderness, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Letting Outdoor Tour-
4
ism Thrive for Every Recreation Yearly Act’’ or the
5
‘‘LOTTERY Act’’.

SEC. 2. FINDINGS.

Congress finds the following:

(1) Before the 2019 season, outfitters, coopera-
1
tors, and visitors used a lottery system to obtain
2
permits for the use of motorized or nonmotorized
3
boats in the Boundary Waters Canoe Area Wilder-
4
ness.
5
(2) The lottery system described in paragraph
6
(1) was publicly available on a recreational website
7
of the Federal Government.
8
(3) The lottery system described in paragraph
9
(1) is widely supported and accepted by cooperators.

(4) With respect to the 2019 season, the Forest
11
Service changed the lottery system to obtain permits
12
for the use of motorized or nonmotorized boats in
13
the Boundary Waters Canoe Area Wilderness.
14
(5) The system described in paragraph (4) was
15
not effective or successful.

(6) The Boundary Waters Canoe Area Wilder-
17
ness is an international destination for boating and
18
outdoor recreation, boasts world class fishing, camp-
19
ing, and excursion opportunities, and is a tremen-
20
dous asset to the local economies in the region.

SEC. 3. PERMITS IN THE BOUNDARY WATERS CANOE AREA
22
WILDERNESS.

Beginning January 1, 2020, the Secretary of Agri-
24
culture shall—

•HR 1475 IH
(1) carry out a lottery system to issue permits
1
for the use of motorized or nonmotorized boats in
2
the Boundary Waters Canoe Area Wilderness estab-
3
lished under Public Law 95–495 (92 Stat. 1648);
4
and
5
(2) make such lottery system publicly available
6
on a recreation website of the Federal Government.
