Mr. MEADOWS (for himself and Mr. SCHNEIDER) introduced the following bill;
which was referred to the Committee on Foreign Affairs
A BILL
To support security and law enforcement training and
cooperation between the United States and Israel.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘U.S.-Israel Coopera-
4
tion Expansion Act’’.
5
SEC. 2. FINDINGS.
6
Congress finds the following:
7
(1) On May 9, 2018, the House Committee on
8
Foreign Affairs adopted an amendment stating that
9
it was the policy of the United States to support bi-

lateral cooperation between United States and

Israeli law enforcement personnel.

(2) The United States has a long history of co-
3
operation with Israel.
4
(3) The sharing of distinct experiences can pro-
5
mote security against terrorism, peaceful resolutions
6
to community disputes, and the protection of spaces
7
for civil society.
8
(4) Congress has supported bilateral coopera-
9
tion with Israel to combat the threat of illicit cross-
10
border tunneling and the associated trafficking in
11
arms, persons, and militants and to combat threats
12
from unmanned aerial systems.
13
(5) The United States supports law enforce-
14
ment training, cooperation, and education globally.
15
SEC. 3. SENSE OF CONGRESS.

It is the sense of Congress that—
17
(1) the United States supports the inclusion of
18
Israel in the International Law Enforcement Acad-
19
emy in Europe; and
20
(2) the Secretary of State should support
21
projects in the Middle East through the Inter-
22
national Narcotics Control and Law Enforcement
23
program.

SEC. 4. STATEMENT OF POLICY.

It is the policy of the United States to support bilat-
2
eral training between United States and Israeli law en-
3
forcement personnel for the purpose of sharing of best
4
practices relating to anti-terrorism, community policing,
5
and managing mass casualties.
