Speaker, in each case for consideration of such provisions as fall within
the jurisdiction of the committee concerned
A BILL
To amend the Energy Policy and Conservation Act to estab-
lish the CHP Technical Assistance Partnership Program,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββCHP Support Actββ.

SEC. 2. CHP TECHNICAL ASSISTANCE PARTNERSHIP PRO-

GRAM.

ββ(a) RENAMING.β

ββ(1) IN GENERAL.βThe Clean Energy Applica-
4
tion Centers of the Department of Energy are redes-
5
ignated as the CHP Technical Assistance Partner-
6
ship Program (referred to in this section as the
7
βProgramβ).

ββ(2) PROGRAM
DESCRIPTION.βThe Program
9
shall consist ofβ
10
ββ(A) the 10 regional CHP Technical As-
11
sistance Partnerships in existence on the date
12
of enactment of the CHP Support Act;
13
ββ(B) such other regional CHP Technical
14
Assistance Partnerships as the Secretary may
15
establish; and
16
ββ(C) any supporting technical activities
17
under the Technical Partnership Program of
18
the Advanced Manufacturing Office.

ββ(3) REFERENCES.βAny reference in any law,
20
rule, regulation, or publication to a Combined Heat
21
and Power Application Center or a Clean Energy
22
Application Center shall be deemed to be a reference
23
to the Program.

ββ(A) operate programs to encourage de-

ployment of combined heat and power, waste
3
heat to power, and efficient district energy (col-
4
lectively referred to in this subsection as βCHPβ)
5
technologies by providing education and out-
6
reach toβ
7
ββ(i) building, industrial, and electric
8
and natural gas utility professionals;
9
ββ(ii) State and local policymakers;
10
and
11
ββ(iii) other individuals and organiza-
12
tions with an interest in efficient energy
13
use, local or opportunity fuel use, resil-
14
iency, or energy security, microgrids, and
15
district energy; and
16
ββ(B) provide project specific support to
17
building and industrial professionals through
18
economic and engineering assessments and ad-
19
visory activities.

ββ(2) FUNDING FOR CERTAIN ACTIVITIES.β

make funds available to institutions of higher
23
education, research centers, and other appro-
24
priate institutions to ensure the continued oper-

ββ(B) USE OF FUNDS.βFunds made avail-

able under subparagraph (A) may be usedβ

ββ(i) to research, develop, and dis-

tribute informational materials relevant to

manufacturers, commercial buildings, insti-
7
tutional facilities, and Federal sites, in-
8
cluding continued support of the mission
9
goals of the Department of Defense, on
10
CHP and microgrid technologies, including
11
continuation and updating ofβ
12
ββ(I) the CHP installation data-
13
base;
14
ββ(II) CHP technology potential
15
analyses;
16
ββ(III) State CHP resource pages;
17
and
18
ββ(IV) CHP Technical Assistance
19
Partnerships websites;
20
ββ(ii) to research, develop, and conduct
21
target market workshops, reports, semi-
22
nars, internet programs, CHP resiliency
23
resources, and other activities to provide
24
education to end users, regulators, and

stakeholders in a manner that leads to the

deployment of CHP technologies;

ββ(iii) to provide or coordinate onsite
3
assessments for sites and enterprises that
4
may consider deployment of CHP tech-
5
nology;
6
ββ(iv) to perform market research to
7
identify high profile candidates for deploy-
8
ment of CHP technologies, hybrid renew-
9
able-CHP technologies, microgrids, and
10
clean energy;
11
ββ(v) to provide nonbiased engineering
12
support to sites considering deployment of
13
CHP technologies;
14
ββ(vi) to assist organizations devel-
15
oping clean energy technologies and poli-
16
cies in overcoming barriers to deployment;
17
and
18
ββ(vii) to assist companies and organi-
19
zations with field validation and perform-
20
ance evaluations of CHP and other clean
21
energy technologies implemented.

ββ(C)
DURATION.βThe
Program
shall

make funds available under subparagraph (A)

for a period of 5 years.
