SHORT TITLE. 1 This Act may be cited as the ‘‘No Outbound Flights 2 for Lawmakers If Government Halts to a Stop Act’’ or 3 the ‘‘No Flights Act’’. 4 SEC. 2. REQUIRING SPEAKER TO CONVENE SESSION OF 5 HOUSE DURING SHUTDOWN. 6 (a) REQUIREMENT.—On each day on which a Gov- 7 ernment shutdown is in effect, including weekends and 8 legal public holidays, the Speaker of the House of Rep- 9 resentatives shall convene a session of the House. 10 (b) EXERCISE OF RULEMAKING AUTHORITY.—This 11 section is enacted by Congress— 12 (1) as an exercise of the rulemaking power of 13 the House of Representatives, and as such it is 14 deemed a part of the rules of the House of Rep- 15 resentatives, and it supersedes other rules only to 16 the extent that it is inconsistent with such rules; and 17 (2) with full recognition of the constitutional 18 right of the House of Representatives to change the 19 rules (so far as relating to the procedure of the 20 House) at any time, in the same manner, and to the 21 same extent as in the case of any other rule of the 22 House. 23 VerDate Sep 11 2014 01:21 Mar 16, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1465.IH H1465 pbinns on DSK79D2C42PROD with BILLS 3 •HR 1465 IH SEC. 3. PROHIBITING MEMBER OFFICIAL TRAVEL DURING 1 SHUTDOWN. 2 (a) PROHIBITION.—Except as provided in subsection 3 (b), no appropriated funds, including official funds of the 4 House of Representatives or funds available under any 5 Federal law, rule, or regulation, may be used to pay for 6 the costs of official travel by a Member of the House of 7 Representatives during any period in which a Government 8 shutdown is in effect. 9 (b) EXCEPTION FOR TRAVEL BY MEMBER TO WASH- 10 INGTON METROPOLITAN AREA.—Subsection (a) does not 11 apply with respect to travel by a Member of the House 12 of Representatives to the Washington Metropolitan Area. 13 (c) DEFINITIONS.—In this section— 14 (1) the term ‘‘Member of the House of Rep- 15 resentatives’’ means a Representative in, or Delegate 16 or Resident Commissioner to, the Congress; and 17 (2) the term ‘‘Washington Metropolitan Area’’ 18 means the District of Columbia, the Counties of 19 Montgomery and Prince Georges in Maryland, and 20 the Counties of Arlington, Fairfax, Loudoun, and 21 Prince William and the Cities of Alexandria and 22 Falls Church in Virginia. 23 SEC. 4.
