A BILL
To amend the Federal Election Campaign Act of 1971 to
prohibit the acceptance by political committees of online
contributions from certain unverified sources, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Stop Foreign Dona-
4
tions Affecting Our Elections Act’’.

SEC. 2. REQUIRING DISCLOSURE OF CREDIT VERIFICATION

VALUE AS CONDITION OF ACCEPTANCE OF
2
ONLINE CONTRIBUTIONS TO FEDERAL ELEC-
3
TION.

(a) IN GENERAL.—Section 302 of the Federal Elec-
5
tion Campaign Act of 1971 (52 U.S.C. 30102) is amended
6
by adding at the end the following:
7
‘‘(j)(1) No political committee shall accept any Inter-
8
net credit card contribution unless—
9
‘‘(A) the individual or entity making such con-
10
tribution is required, at the time such individual
11
makes such contribution, to disclose the credit
12
verification value of such credit card; and
13
‘‘(B)(i) the billing address associated with such
14
credit card is located in the United States; or
15
‘‘(ii) in the case of a contribution made by an
16
individual who is a United States citizen living out-
17
side of the United States, the individual provides the
18
committee with the United States mailing address
19
the individual uses for voter registration purposes.

‘‘(2) Notwithstanding subsection (b) or (c), in the
21
case of an Internet credit card contribution—
22
‘‘(A) no later than 10 days after receiving the
23
contribution, the person who receives the contribu-
24
tion shall forward to the treasurer such contribution,

the name and address of the person making the con-

tribution, and the date of receipt; and
2
‘‘(B) the treasurer of a political committee shall
3
keep an account of the name and address of any
4
person making any such contribution, together with
5
the date and amount of such contribution by any
6
person.

‘‘(3) In this subsection, the term ‘Internet credit card
8
contribution’ means a contribution that—
9
‘‘(A) is made using a credit card; and
10
‘‘(B) is received through an Internet website.’’.
11
(b) EFFECTIVE DATE.—The amendment made by
12
subsection (a) shall apply with respect to contributions
13
made after the expiration of the 180-day period which be-
14
gins on the date of the enactment of this Act.
