SHORT TITLE. 3 This Act may be cited as the ‘‘Integrated Coastal and 4 Ocean Observation System Act Amendments of 2019’’. 5 SEC. 2. STAGGERED TERMS FOR NATIONAL INTEGRATED 6 COASTAL AND OCEAN OBSERVATION SYSTEM 7 ADVISORY COMMITTEE. 8 Section 12304(d)(3)(B) of the Integrated Coastal and 9 Ocean Observation System Act of 2009 (33 U.S.C. 10 3603(d)(3)(B)) is amended— 11 (1) by striking ‘‘Members’’ and inserting the fol- 12 lowing: 13 ‘‘(i) IN GENERAL.—Except as provided 14 in clause (ii), members’’; and 15 (2) by adding at the end the following: 16 ‘‘(ii) STAGGERED TERMS.—The Ad- 17 ministrator may appoint or reappoint a 18 member for a partial term of 1 or 2 years 19 in order to establish a system of staggered 20 terms. The Administrator may appoint or 21 reappoint a member under this clause only 22 once. INTEGRATED COASTAL AND OCEAN OBSERVATION 1 SYSTEM COOPERATIVE AGREEMENTS. 2 Section 12305(a) of the Integrated Coastal and Ocean 3 Observation System Act of 2009 (33 U.S.C. 3604(a)) is 4 amended by inserting ‘‘disburse appropriated funds to,’’ 5 after ‘‘agreements, with,’’. 6 SEC. 4.
