Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. ENERGY EFFICIENCY MATERIALS PILOT PRO- 3 GRAM. 4 (a) DEFINITIONS.—In this section: 5 VerDate Sep 11 2014 21:29 Aug 16, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S520.RS S520 pamtmann on DSKBFK8HB2PROD with BILLS 2 •S 520 RS (1) APPLICANT.—The term ‘‘applicant’’ means 1 a nonprofit organization that applies for a grant 2 under this section. 3 (2) ENERGY-EFFICIENCY MATERIAL.— 4 (A) IN GENERAL.—The term ‘‘energy-effi- 5 ciency material’’ means a material (including a 6 product, equipment, or system) the installation 7 of which results in a reduction in use by a non- 8 profit organization of energy or fuel. 9 (B) INCLUSIONS.—The term ‘‘energy-effi- 10 ciency material’’ includes— 11 (i) a roof or lighting system or compo- 12 nent of the system; 13 (ii) a window; 14 (iii) a door, including a security door; 15 (iv) a heating, ventilation, or air con- 16 ditioning system or component of the sys- 17 tem (including insulation and wiring and 18 plumbing improvements needed to serve a 19 more efficient system); and 20 (v) a renewable energy generation or 21 heating system, including a solar, photo- 22 voltaic, wind, geothermal, or biomass (in- 23 cluding wood pellet) system or component 24 of the system. 25 VerDate Sep 11 2014 21:29 Aug 16, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S520.RS S520 pamtmann on DSKBFK8HB2PROD with BILLS 3 •S 520 RS (3) NONPROFIT BUILDING.— 1 (A) IN GENERAL.—The term ‘‘nonprofit 2 building’’ means a building operated and owned 3 by an organization that is described in section 4 501(c)(3) of the Internal Revenue Code of 1986 5 and exempt from tax under section 501(a) of 6 such Code. 7 (B) INCLUSIONS.—The term ‘‘nonprofit 8 building’’ includes a building described in sub- 9 paragraph (A) that is— 10 (i) a hospital; 11 (ii) a youth center; 12 (iii) a school; 13 (iv) a social-welfare program facility; 14 (v) a faith-based organization; or 15 (vi) any other nonresidential and non- 16 commercial structure. 17 (4) SECRETARY.—The term ‘‘Secretary’’ means 18 the Secretary of Energy. 19 (b) ESTABLISHMENT.—Not later than 1 year after 20 the date of enactment of this Act, the Secretary shall es- 21 tablish a pilot program to award grants for the purpose 22 of providing nonprofit buildings with energy-efficiency ma- 23 terials. 24 (c) GRANTS.— 25 VerDate Sep 11 2014 21:29 Aug 16, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S520.RS S520 pamtmann on DSKBFK8HB2PROD with BILLS 4 •S 520 RS (1) IN GENERAL.—The Secretary may award 1 grants under the program established under sub- 2 section (b). 3 (2) APPLICATION.—The Secretary may award a 4 grant under paragraph (1) if an applicant submits 5 to the Secretary an application at such time, in such 6 form, and containing such information as the Sec- 7 retary may prescribe. 8 (3) CRITERIA FOR GRANT.—In determining 9 whether to award a grant under paragraph (1), the 10 Secretary shall apply performance-based criteria, 11 which shall give priority to applicants based on— 12 (A) the energy savings achieved; 13 (B) the cost-effectiveness of the use of en- 14 ergy-efficiency materials; 15 (C) an effective plan for evaluation, meas- 16 urement, and verification of energy savings; and 17 (D) the financial need of the applicant. 18 (4) LIMITATION ON INDIVIDUAL GRANT 19 AMOUNT.—Each grant awarded under this section 20 shall not exceed $200,000. 21 (d) AUTHORIZATION OF APPROPRIATIONS.—There is 22 (d) REPORT.—Not later than January 1, 2023, the 23 Secretary shall submit to Congress a report on the pilot pro- 24 gram established under subsection (b) that describes— 25 VerDate Sep 11 2014 21:29 Aug 16, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6203 E:\BILLS\S520.RS S520 pamtmann on DSKBFK8HB2PROD with BILLS 5 •S 520 RS (1) the net reduction in energy use and energy 1 costs under the pilot program; and 2 (2) for each recipient of a grant under the pilot 3 program— 4 (A) the geographic location of the recipient; 5 and 6 (B) the size of the organization of the re- 7 cipient. 8 (e) AUTHORIZATION OF APPROPRIATIONS.—There is 9 authorized to be appropriated to carry out this section 10 $10,000,000 for each of fiscal years 2019 through 2023, 11 to remain available until expended. 12 VerDate Sep 11 2014 21:29 Aug 16, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S520.RS S520 pamtmann on DSKBFK8HB2PROD with BILLS Calendar No. 174 116TH CONGRESS 1ST SESSION S. 520 [Report No. 116–72] A BILL To require the Secretary of Energy to establish an energy efficiency materials pilot program.
