Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. REPORT ON EFFECTS OF CLIMATE CHANGE ON
3
COAST GUARD.
4
(a) IN GENERAL.—Not later than one year after the
5
date of the enactment of this Act, the Commandant of
6
the Coast Guard shall submit to the Committee on Trans-
7
portation and Infrastructure of the House of Representa-
8
tives and the Committee on Commerce, Science, and
9
Transportation of the Senate a report on vulnerabilities
10
of Coast Guard installations and requirements resulting
11
from climate change over the next 20 years.

(b) ELEMENTS.—The report under subsection (a)
13
shall include the following:

(1) A list of the ten most vulnerable Coast
15
Guard installations based on the effects of climate
16
change, including rising sea tides, increased flooding,
17
drought, desertification, wildfires, thawing perma-
18
frost, or any other categories the Commandant de-
19
termines necessary.

(2) An overview of mitigations that may be nec-
21
essary to ensure the continued operational viability
22
and to increase the resiliency of such vulnerable in-
23
stallations and the cost of such mitigations.

(3) A discussion of the climate-change-related

effects on the Coast Guard, including the increase in
2
the frequency of humanitarian assistance and dis-
3
aster relief missions and the campaign plans, contin-
4
gency plans, and operational posture of the Coast
5
Guard.

(4) An overview of mitigations that may be nec-
7
essary to ensure mission resiliency and the cost of
8
such mitigations.
9
(c) FORM.—The report required under subsection (a)
10
shall be submitted in unclassified form, but may contain
11
a classified annex.
