To amend title 54, United States Code, to apply the same apportionment
formula to territories and the District of Columbia as is applied to
States with respect to amounts made available for State purposes from
the Land and Water Conservation Fund, and for other purposes.

To amend title 54, United States Code, to apply the same
apportionment formula to territories and the District
of Columbia as is applied to States with respect to
amounts made available for State purposes from the
Land and Water Conservation Fund, and for other pur-
poses.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘LWCF Parity for Ter-
4
ritories and DC Act’’.

SEC. 2. FINDINGS.

Congress finds the following:
2
(1) Chapter 2003 of title 54, United States
3
Code, establishes the Land and Water Conservation
4
Fund and defines the term ‘‘State’’ to include the
5
District of Columbia, Puerto Rico, Guam, American
6
Samoa, the Virgin Islands, and the Northern Mar-
7
iana Islands.

(2) According to the Bureau of the Census, the
9
estimated population of—
10
(A) the District of Columbia currently ex-
11
ceeds the populations of two States; and
12
(B) Puerto Rico currently exceeds the pop-
13
ulations of 21 States.

SEC. 3. PARITY FOR TERRITORIES AND THE DISTRICT OF
15
COLUMBIA.

Section 200305(b) of title 54, United States Code,
17
is amended by striking paragraph (5).
