which was read twice and referred to the Committee on Environment and

A BILL
To amend the FAST Act to improve contracting opportuni-
ties for service-connected disabled veteran-owned small
business concerns, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Disabled Veterans Re-
4
building Infrastructure to Vitalize our Economy Act’’.
5
SEC. 2. DISADVANTAGED BUSINESS ENTERPRISES.
6
Section 1101(b) of the FAST Act (23 U.S.C. 101
7
note; Public Law 114–94) is amended—
8
(1) in paragraph (2)—

The term ‘service-connected disabled veteran-

owned small business concern’ has the meaning
9
given the term ‘small business concern owned
10
and controlled by service-disabled veterans’ in
11
section 3(q) of the Small Business Act (15
12
U.S.C. 632(q)).’’;

(2) in paragraph (3)—
14
(A) by striking ‘‘not less than 10 percent’’;
15
(B) by striking ‘‘Code, shall be’’ and in-
16
serting the following: ‘‘Code—
17
‘‘(A) not less than 10 percent shall be’’;
18
(C) in subparagraph (A) (as so des-
19
ignated), by striking the period at the end and
20
inserting ‘‘; and’’; and
21
(D) by adding at the end the following:

‘‘(B) to the maximum extent practicable,
23
not less than 5 percent shall be expended

(A) in clause (ii), by striking ‘‘and’’ at the

‘‘(iv) service-disabled veterans (as de-

fined in section 3(q) of the Small Business
