A BILL
To prohibit Members of the House of Representatives who
are convicted of offenses involving financial or campaign
finance fraud from receiving compensation for biog-
raphies, media appearances, or expressive or creative
works, and for other purposes.
Be it enacted by the Senate and House of Representa-

This Act may be cited as the ‘‘No Fortune for Fraud

Act’’.

ATIVE WORKS.

(a) PROHIBITION.—A Member of the House of Rep-
7
resentatives who is finally convicted of an offense de-
8
scribed in subsection (b) may not, when serving as a Mem-
9
ber or at any time after serving as a Member, receive com-
10
pensation, or enter into an agreement to receive com-
11
pensation, for a biography, media appearance, or an ex-
12
pressive or creative work.

(b) OFFENSES DESCRIBED.—An offense described in
14
this paragraph is—
15
(1) any offense described in subparagraph (B)
16
of section 8332(o)(2) of title 5, United States Code,
17
without regard to whether the offense is described in
18
subparagraph (A) of such section; or
19
(2) any offense which is based on a violation of
20
the Federal Election Campaign Act of 1971 (52
21
U.S.C. 30101 et seq.).

(c) PENALTY.—An individual who violates subsection
23
(a) shall be subject to a civil money penalty of not to ex-
24
ceed $10,000,000 for each such violation.
