Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 1 Congress finds the following: 2 (1) Russia continues to engage in information 3 warfare and political interference in the West, in- 4 cluding by undermining democratic systems and ex- 5 ploiting economic and ethnic tensions within member 6 countries of the North Atlantic Treaty Organization. 7 (2) Such activities constitute a threat to the 8 United States and to its allies. 9 SEC. 3. SENSE OF CONGRESS. 10 It is the sense of Congress that— 11 (1) the Countering America’s Adversaries 12 Through Sanctions Act (Public Law 115–44) was an 13 appropriate response to Russia’s— 14 (A) meddling in the 2016 United States 15 presidential election; 16 (B) continued aggression in the Ukraine 17 and the Crimea region; and 18 (C) support for the Assad regime in Syria; 19 (2) the United States should sustain its newly 20 deployed enhanced forward presence in Poland, Lith- 21 uania, and Estonia and urge Canada, the United 22 Kingdom, and Germany to quickly deploy and sus- 23 tain parallel commitments in those countries; 24 (3) the United States has defensive intentions 25 in pursuing such sanctions and such enhanced mili- 26 VerDate Sep 11 2014 00:38 Mar 01, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1273.IH H1273 pamtmann on DSKBFK8HB2PROD with BILLS 3 •HR 1273 IH tary posture in Europe, and does not seek to threat- 1 en Russian territory; and 2 (4) the United States does not seek to be an 3 enemy of the Russian people and propaganda di- 4 rected against the United States by President Vladi- 5 mir Putin misrepresents the intentions of the United 6 States for the purposes of preserving his power. 7 SEC. 4.
