REAUTHORIZATION AND MODIFICATIONS TO THE 1 UNITED STATES–POLAND YOUTH PAR- 2 LIAMENTARY EXCHANGE PROGRAM. 3 The United States–Poland Youth Parliamentary Ex- 4 change Program Act of 2007 (22 U.S.C. 2452 note) is 5 amended as follows: 6 (1) In section 4— 7 (A) in the matter preceding paragraph (1), 8 by inserting ‘‘and the Pawel Adamowicz Demo- 9 cratic Leadership Exchange Program’’ after 10 ‘‘the United States–Poland Youth Parliamen- 11 tary Exchange Program’’; 12 (B) in paragraphs (1) and (2), by striking 13 ‘‘the Program’’ each place it appears and in- 14 serting ‘‘each Program’’; and 15 (C) in paragraphs (4), (5), and (6), by 16 striking ‘‘the Program’’ each place it appears 17 and inserting ‘‘either Program’’. 18 (2) In section 5(a)— 19 (A) by striking ‘‘fiscal year 2008’’ and in- 20 serting ‘‘fiscal year 2020 and each fiscal year 21 thereafter’’; and 22 (B) by striking ‘‘the youth exchange pro- 23 gram’’ and inserting ‘‘the programs’’. 24 (3) By redesignating sections 4 and 5, as so 25 amended, as sections 5 and 6, respectively. 26 VerDate Sep 11 2014 03:05 Feb 28, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1270.IH H1270 kjohnson on DSK79L0C42 with BILLS 3 •HR 1270 IH (4) By inserting after section 3 the following 1 new section: 2 ‘‘SEC. 4. PAWEL ADAMOWICZ DEMOCRATIC LEADERSHIP 3 EXCHANGE PROGRAM. 4 ‘‘(a) AUTHORITY.—The Secretary of State shall es- 5 tablish and carry out a parliamentary exchange for young 6 and upcoming democratic leaders of the United States and 7 Poland. 8 ‘‘(b) DESIGNATION.—The exchange program carried 9 out under this section shall be known as the ‘‘Pawel 10 Adamowicz Democratic Leadership Exchange’’ Program. 11 ‘‘(c) PURPOSE.—The purpose of the exchange pro- 12 gram is to inspire and equip the next generation of Amer- 13 ican and Polish democratic leaders with the skills and net- 14 work needed to enhance democratic institutions and to 15 strengthen the transatlantic relationship. 16 ‘‘(d) ELIGIBLE PARTICIPANTS.—An individual is eli- 17 gible for participation in the exchange program if the indi- 18 vidual— 19 ‘‘(1) is a citizen or national of the United 20 States or Poland; 21 ‘‘(2) is— 22 ‘‘(A) an elected official of either such coun- 23 try, such as a Member of Congress or Par- 24 VerDate Sep 11 2014 03:05 Feb 28, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1270.IH H1270 kjohnson on DSK79L0C42 with BILLS 4 •HR 1270 IH liament, or the head of a city or municipality; 1 or 2 ‘‘(B) a representative of a non-govern- 3 mental organization working to advance democ- 4 racy and human rights whose participation the 5 Secretary determines would advance the pur- 6 poses of the program; and 7 ‘‘(3) meets any other qualifications that the 8 Secretary of State may establish for purposes of the 9 program. 10 ‘‘(e) PROGRAM ELEMENTS.—Under the leadership 11 exchange program, eligible participants selected for par- 12 ticipation in the program shall— 13 ‘‘(1) travel to the United States or Poland for 14 1–2 weeks, or a similar duration set by the discre- 15 tion of the Secretary of State; 16 ‘‘(2) attend meetings, workshops, conference, 17 and similar gatherings to gather skills and develop 18 democratic networks; and 19 ‘‘(3) partake in such other enriching activities 20 the President determines to be appropriate to the 21 purposes of the program.’’. 22 Æ VerDate Sep 11 2014 03:05 Feb 28, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H1270.IH H1270 kjohnson on DSK79L0C42 with BILLS
