What This Bill Does
This bill expands the Berryessa Snow Mountain National Monument by adding approximately 3,925 acres of federal land in Lake County, California. The bill also directs federal agencies to create a comprehensive management plan for the monument and renames Walker Ridge to "Condor Ridge (Molok Luyuk)" in the Patwin language.

The monument grows to include the new Walker Ridge (Molok Luyuk) Addition. A new management plan must be created. The federal government must formally consult with Indian Tribes about monument management. Walker Ridge's official name changes to Condor Ridge (Molok Luyuk).

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Berryessa Snow Moun-

SEC. 2. DEFINITIONS.

In this Act:
2
(1) BOARD.—The term ‘‘Board’’ means the
3
Board on Geographic Names established by section
4
2 of the Act of July 25, 1947 (61 Stat. 456, chapter
5
330; 43 U.S.C. 364a).
6
(2) MAP.—The term ‘‘Map’’ means the map en-
7
titled ‘‘Proposed Walker Ridge (Molok Luyuk) Addi-
8
tion Berryessa Snow Mountain National Monument’’
9
and dated October 26, 2021.
10
(3) MOLOK LUYUK.—The term ‘‘Molok Luyuk’’
11
means Condor Ridge (in the Patwin language).

(4) NATIONAL
MONUMENT.—The term ‘‘Na-
13
tional Monument’’ means the Berryessa Snow Moun-
14
tain National Monument established by Presidential
15
Proclamation 9298, dated July 10, 2015 (80 Fed.
16
Reg. 41975), including all land, interests in the
17
land, and objects on the land identified in that Pres-
18
idential Proclamation.

(5) SECRETARY.—The term ‘‘Secretary’’ means
20
the Secretary of the Interior.

SEC. 3. NATIONAL MONUMENT EXPANSION.

(a) BOUNDARY MODIFICATION.—The boundary of
5
the National Monument is modified to include the Walker
6
Ridge (Molok Luyuk) Addition.

(b) MAP.—

(1) CORRECTIONS.—The Secretary may make
9
clerical and typographical corrections to the Map.
10
(2) PUBLIC AVAILABILITY; EFFECT.—The Map
11
and any corrections to the Map under paragraph (1)
12
shall—
13
(A) be publicly available on the website of
14
the Bureau of Land Management; and
15
(B) have the same force and effect as if in-
16
cluded in this Act.

(c) ADMINISTRATION.—Subject to valid existing
18
rights, the Secretary shall administer the Walker Ridge
19
(Molok Luyuk) Addition—
20
(1) as part of the National Monument;
21
(2) in accordance with Presidential Proclama-
22
tion 9298, dated July 10, 2015 (80 Fed. Reg.
23
41975); and

(3) in accordance with applicable laws (includ-

ing regulations).

SEC. 4. MANAGEMENT PLAN.

(a) IN GENERAL.—Not later than 1 year after the
4
date of enactment of this Act, the Secretary and the Sec-
5
retary of Agriculture shall jointly develop a comprehensive
6
management plan for the National Monument in accord-
7
ance with, and in a manner that fulfills the purposes de-
8
scribed in, Presidential Proclamation 9298, dated July 10,
9
2015 (80 Fed. Reg. 41975).

(b) TRIBAL CONSULTATION.—The Secretary and the
11
Secretary of Agriculture shall consult with affected feder-
12
ally recognized Indian Tribes in—
13
(1) the development of the management plan
14
under subsection (a); and
15
(2) making management decisions relating to
16
the National Monument.

(c)
CONTINUED
ENGAGEMENT
WITH
INDIAN
18
TRIBES.—The management plan developed under sub-
19
section (a) shall set forth parameters for continued mean-
20
ingful engagement with affected federally recognized In-
21
dian Tribes in the implementation of the management
22
plan.
23
(d) EFFECT.—Nothing in this Act affects the conduct
24
of fire mitigation or suppression activities at the National

SEC. 5. AGREEMENTS AND PARTNERSHIPS.

To the maximum extent practicable and in accord-
4
ance with applicable laws, on request of an affected feder-
5
ally recognized Indian Tribe, the Secretary (acting
6
through the Director of the Bureau of Land Management)
7
and the Secretary of Agriculture (acting through the Chief
8
of the Forest Service) shall enter into agreements, con-
9
tracts, and other cooperative and collaborative partner-
10
ships with the federally recognized Indian Tribe regarding
11
management of the National Monument under relevant
12
Federal authority, including—
13
(1) the Indian Self-Determination and Edu-
14
cation Assistance Act (25 U.S.C. 5301 et seq.);
15
(2) the Federal Land Policy and Management
16
Act of 1976 (43 U.S.C. 1701 et seq.);
17
(3) the Tribal Self-Governance Act of 1994 (25
18
U.S.C. 5361 et seq.);
19
(4) the Tribal Forest Protection Act of 2004
20
(25 U.S.C. 3115a et seq.);
21
(5) the good neighbor authority under section
22
8206 of the Agricultural Act of 2014 (16 U.S.C.
23
2113a);

SEC. 6. DESIGNATION OF CONDOR RIDGE (MOLOK LUYUK)

(a) IN GENERAL.—The parcel of Federal land admin-
18
istered by the Bureau of Land Management located in
19
Lake and Colusa Counties in the State of California and
20
commonly referred to as ‘‘Walker Ridge’’ shall be known
21
and designated as ‘‘Condor Ridge (Molok Luyuk)’’.
22
(b) REFERENCES.—Any reference in a law, map, reg-
23
ulation, document, paper, or other record of the United
24
States to the parcel of Federal land described in sub-
25

section (a) shall be deemed to be a reference to ‘‘Condor

(c) MAP AND LEGAL DESCRIPTION.—

(1) PREPARATION.—

(A) INITIAL MAP.—The Board shall pre-

pare a map and legal description of the parcel
6
of Federal land designated by subsection (a).

(B) CORRECTIONS.—The Board and the

Director of the Bureau of Land Management
