To amend title 18, United States Code, to improve the
Law Enforcement Officer Safety Act and provisions re-
lating to the carrying of concealed weapons by law en-
forcement officers, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘LEOSA Reform Act’’.

SEC. 2. CONFORMING THE LAW ENFORCEMENT OFFICER

SAFETY ACT AND THE GUN-FREE SCHOOL
2
ZONES ACT OF 1990.
3
Section 922(q)(2)(B) of title 18, United States Code,
4
is amended—
5
(1) by striking ‘‘or’’ at the end of clause (vi);
6
(2) by striking the period at the end of clause
7
(vii) and inserting ‘‘; or’’; and
8
(3) by adding at the end the following:
9
‘‘(viii) by an individual authorized by
10
section 926B or 926C to carry a concealed
11
firearm.’’.

SEC. 3. MAKING IMPROVEMENTS TO THE LAW ENFORCE-
13
MENT OFFICER SAFETY ACT.
14
(a) Each of paragraphs (1) and (2) of sections
15
926B(b) and 926C(b) of title 18, United States Code, are
16
amended by inserting ‘‘, except to the extent that the laws
17
apply on property used by a common or contract carrier
18
to transport people or property by land, rail, or water or
19
on property open to the public (whether or not a fee is
20
charged to enter the property)’’ before the semicolon.
21
(b) Each of sections 926B(a) and 926C(a) of such
22
title is amended by inserting ‘‘or any other provision of
23
Federal law, or any regulation prescribed by the Secretary
24
of the Interior pertaining to a unit of the National Park
25
System’’ after ‘‘thereof’’.

(c) Each of sections 926B(e)(2) and 926C(e)(1)(B)

of such title is amended by inserting ‘‘any magazine and’’
2
after ‘‘includes’’.

(d) Section 926C(c)(4) of such title is amended to
4
read as follows:
5
‘‘(4) has met the standards for qualification in
6
firearms training during the most recent period of
7
12 months (or, at the option of the State in which
8
the individual resides, a greater number of months,
9
not exceeding 36 months), and for purposes of this
10
paragraph, the term ‘standards for qualification in
11
firearms training’ means—
12
‘‘(A) the standards for active duty law en-
13
forcement officers as established by the former
14
agency of the individual;
15
‘‘(B) the standards for active duty law en-
16
forcement officers as established by the State in
17
which the individual resides;
18
‘‘(C) the standards for active duty law en-
19
forcement officers employed by any law enforce-
20
ment agency in the State in which the indi-
21
vidual resides; or
22
‘‘(D) any standard for active duty law en-
23
forcement officers for firearms qualification
24
conducted by any certified firearms instructor

within the State in which the individual re-

sides;’’.

(e) Section 926C(d) of such title is amended—
3
(1) in paragraph (1), by striking ‘‘not less re-
4
cently than one year before the date the individual
5
is carrying the concealed firearm, been tested or oth-
6
erwise found by the agency to meet the active duty
7
standards for qualification in firearms training as
8
established by the agency to carry’’ and inserting
9
‘‘met the standards for qualification in firearms
10
training required by subsection (c)(4) for’’; and
11
(2) in paragraph (2), by striking subparagraph
12
(B) and inserting the following:
13
‘‘(B) a certification issued by the former
14
agency of the individual, the State in which the
15
individual resides, any law enforcement agency
16
within the State in which the individual resides,
17
or any certified firearms instructor within the
18
State in which the individual resides that indi-
19
cates that the individual has met the standards
20
for qualification in firearms training required
21
by subsection (c)(4).’’.

SEC. 4. PERMITTING QUALIFIED CURRENT AND RETIRED

LAW ENFORCEMENT OFFICERS TO CARRY
2
FIREARMS IN CERTAIN FEDERAL FACILITIES.
3
Section 930 of title 18, United States Code, is
4
amended—
5
(1) in subsection (d)—
6
(A) in paragraph (2), by striking ‘‘or’’ at
7
the end;
8
(B) in paragraph (3), by striking the pe-
9
riod at the end and inserting ‘‘or’’; and
10
(C) by adding at the end the following:
11
‘‘(4) the possession of a firearm or ammunition
12
in a Facility Security Level I or II civilian public ac-
13
cess facility by a qualified law enforcement officer
14
(as defined in section 926B(c)) or a qualified retired
15
law enforcement officer (as defined in section
16
926C(c)).’’; and
17
(2) in subsection (g), by adding at the end the
18
following:
19
‘‘(4) The term ‘Facility Security Level’ means
20
a security risk assessment level assigned to a Fed-
21
eral facility by the security agency of the facility in
22
accordance with the biannually issued Interagency
23
Security Committee Standard.
