To amend the Department of Agriculture Reorganization
Act of 1994 to reaffirm the authority of the Under
Secretary of Agriculture for Research, Education, and
Economics, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as ‘‘Agriculture Research In-
4
tegrity Act of 2019’’.

SEC. 2. REAFFIRMING AUTHORITY OF THE UNDER SEC-

RETARY OF AGRICULTURE FOR RESEARCH,

EDUCATION, AND ECONOMICS.

Subtitle F of the Department of Agriculture Reorga-
4
nization Act of 1994 (7 U.S.C. 6971 et seq.) is amended
5
by adding at the end the following:

‘‘SEC. 253. REAFFIRMING AUTHORITY OF THE UNDER SEC-
7
RETARY.

‘‘(a) IN GENERAL.—Notwithstanding the authority
9
specified in Reorganization Plan No. 2 of 1953 (5 U.S.C.
10
App.; 7 U.S.C. 2201 note) or any other provision of Fed-
11
eral law relating to the authority of the Secretary, includ-
12
ing section 296—
13
‘‘(1) the Agricultural Research Service, the
14
Economic Research Service, the National Agricul-
15
tural Statistics Service, and the National Institute
16
for Food and Agriculture, and any successor agen-
17
cies shall be within the research, education, and eco-
18
nomics mission area of the Department;
19
‘‘(2) the authority to administer such agencies
20
is vested in the Under Secretary for Research, Edu-
21
cation, and Economics; and
22
‘‘(3) such authority may not be vested in the
23
head of another agency or office within the Depart-
24
ment.

‘‘(b) LOCATION.—The Secretary shall locate each
1
agency referred to in subsection (a)(1) and the majority
2
of the staff of each such agency within the National Cap-
3
ital Region to ensure maximum coordination and inter-
4
action with each other such agency, with the agencies de-
5
livering food and agricultural programs and services of the
6
Department, and with other Federal Government science
7
agencies (including science agencies of the Department).’’.
