To amend title 49, United States Code, to ensure that revenues collected
from passengers as aviation security fees are used to help finance the
costs of aviation security screening by repealing a requirement that
a portion of such fees be credited as offsetting receipts and deposited
in the general fund of the Treasury.

A BILL
To amend title 49, United States Code, to ensure that reve-
nues collected from passengers as aviation security fees
are used to help finance the costs of aviation security
screening by repealing a requirement that a portion of
such fees be credited as offsetting receipts and deposited
in the general fund of the Treasury.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Funding for Aviation
2
Screeners and Threat Elimination Restoration Act’’ or the
3
‘‘FASTER Act’’.
4
SEC. 2. REPEAL OF REQUIREMENT REGARDING CREDITING
5
AND DEPOSIT OF A PORTION OF AVIATION
6
SECURITY FEES.

(a) REPEAL.—Section 44940 of title 49, United
8
States Code, is amended—
9
(1) in subsection (c), by striking paragraph (3);
10
(2) in subsection (f)—
11
(A) by striking the heading and inserting
12
‘‘DEPOSIT AND AVAILABILITY OF FEE.—’’;
13
(B) by striking paragraph (1);
14
(C) by redesignating paragraphs (2) and
15
(3) as paragraphs (1) and (2), respectively; and
16
(D) by amending paragraph (1), as so re-
17
designated, to read as follows:

‘‘(1) shall be deposited into a separate account
19
in the Treasury, which shall be available to the Ad-
20
ministrator for expenditure only to pay the costs of
21
activities and services for which the fee is imposed;
22
and’’; and
23
(3) by striking subsection (i).
