To amend the Congressional Budget Act of 1974 to prohibit an adjournment
for a period of more than 12 hours in the event of a lapse in appropriations.

Mrs. MURPHY (for herself and Mr. FITZPATRICK) introduced the following
bill; which was referred to the Committee on Rules, and in addition to
the Committee on the Budget, for a period to be subsequently determined
by the Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned
A BILL
To amend the Congressional Budget Act of 1974 to prohibit
an adjournment for a period of more than 12 hours
in the event of a lapse in appropriations.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββKeep Congress Work-

ing Actββ.

SEC. 2. LIMITATION ON ADJOURNMENT.

Section 309 of the Congressional Budget Act of 1974

is amended by inserting ββ(a) JULY RECESS.βββ and by
3
adding at the end the following new subsection:

ββ(b) MOTION TO ADJOURN DURING LAPSES IN AP-
5
PROPRIATIONS.βIt shall not be in order in the House of
6
Representatives or the Senate to adjourn for a period of
7
more than 12 hours during any lapse in appropriations
8
for all or part of the Government.ββ.

SEC. 3. WAIVERS AND APPEALS.

Subsections (c)(1) and (d)(2) of section 904 of the
11
Congressional Budget Act of 1974 are amended by insert-
12
ing ββ309(b),ββ after ββ306,ββ.
