Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. LIMITATION ON ADJOURNMENT. 1 Section 309 of the Congressional Budget Act of 1974 2 is amended by inserting ‘‘(a) JULY RECESS.—’’ and by 3 adding at the end the following new subsection: 4 ‘‘(b) MOTION TO ADJOURN DURING LAPSES IN AP- 5 PROPRIATIONS.—It shall not be in order in the House of 6 Representatives or the Senate to adjourn for a period of 7 more than 12 hours during any lapse in appropriations 8 for all or part of the Government.’’. 9 SEC. 3.
