For the relief of Valent Kolami.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PERMANENT RESIDENT STATUS FOR VALENT
3
KOLAMI.

(a) IN GENERAL.—Notwithstanding subsections (a)
5
and (b) of section 201 of the Immigration and Nationality
6
Act (8 U.S.C. 1151), Valent Kolami shall be eligible for
7
issuance of an immigrant visa or for adjustment of status
8
to that of an alien lawfully admitted for permanent resi-
9
dence upon filing an application for issuance of an immi-
10
grant visa under section 204 of such Act (8 U.S.C. 1154)
11
or for adjustment of status to lawful permanent resident.

(b) ADJUSTMENT OF STATUS.—If Valent Kolami en-
1
ters the United States before the filing deadline specified
2
in subsection (c), Valent Kolami shall be considered to
3
have entered and remained lawfully in the United States
4
and shall be eligible for adjustment of status under section
5
245 of the Immigration and Nationality Act (8 U.S.C.
6
1255) as of the date of the enactment of this Act.

(c) APPLICATION AND PAYMENT OF FEES.—Sub-
8
sections (a) and (b) shall apply only if the application for
9
the issuance of an immigrant visa or the application for
10
adjustment of status is filed with appropriate fees not
11
later than 2 years after the date of the enactment of this
12
Act.

(d) REDUCTION OF IMMIGRANT VISA NUMBERS.—
14
Upon the granting of an immigrant visa or permanent res-
15
idence to Valent Kolami, the Secretary of State shall in-
16
struct the proper officer to reduce by 1, during the current
17
or next following fiscal year—
18
(1) the total number of immigrant visas that
19
are made available to natives of the country of birth
20
of Valent Kolami under section 203(a) of the Immi-
21
gration and Nationality Act (8 U.S.C. 1153(a)); or
22
(2) if applicable, the total number of immigrant
23
visas that are made available to natives of the coun-

try of birth of Valent Kolami under section 202(e)

of such Act (8 U.S.C. 1152(e)).

(e) PAYGO.—The budgetary effects of this Act, for
3
the purpose of complying with the Statutory Pay-As-You-
4
Go Act of 2010, shall be determined by reference to the
5
latest statement titled ‘‘Budgetary Effects of PAYGO
6
Legislation’’ for this Act, submitted for printing in the
7
Congressional Record by the Chairman of the Senate
8
Budget Committee, provided that such statement has been
9
submitted prior to the vote on passage.
