A BILL
To prohibit the use of funds during a lapse in appropriations
to support congressional delegations, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘No CODELs During
4
Shutdowns Act’’.
5
SEC. 2. PROHIBITION.

(a) PROHIBITION.—An executive agency may not ex-
7
pend any funds for the purpose of supporting official trav-
8
el undertaken by more than one Member of Congress dur-

ing any period in which there is a lapse in appropriations

for any instrumentality of the Federal Government.

(b) EXCEPTION.—An executive agency may expend
3
funds for the purpose described under subsection (a) if
4
the President, in consultation with the Speaker of the
5
House of Representatives and the Majority leader of the
6
Senate, waives the prohibition under such subsection for
7
such purpose.

(c) EXECUTIVE AGENCY DEFINED.—The term ‘‘exec-
9
utive agency’’ has the meaning given that term in section
10
133 of title 41, United States Code.
