A BILL
To amend title 18, United States Code, to provide an addi-
tional tool to prevent certain frauds against veterans,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Preventing Crimes
4
Against Veterans Act of 2019’’.

SEC. 2. ADDITIONAL TOOL TO PREVENT CERTAIN FRAUDS
6
AGAINST VETERANS.

(a) IN GENERAL.—Chapter 47 of title 18, United
8
States Code, is amended by adding at the end the fol-
9
lowing:

‘‘§ 1041. Fraud regarding veterans’ benefits

‘‘(a) IN GENERAL.—It shall be unlawful for any per-
2
son to knowingly engage in any scheme or artifice to de-
3
fraud—
4
‘‘(1) an individual of veterans’ benefits; or
5
‘‘(2) in connection with obtaining veteran’s ben-
6
efits for an individual.
7
‘‘(b) PENALTIES.—Any person who violates sub-
8
section (a) shall be fined under this title, imprisoned for
9
not more than 5 years, or both.
10
‘‘(c) DEFINITIONS.—In this section—
11
‘‘(1) the term ‘veteran’ has the meaning given
12
that term in section 101 of title 38; and
13
‘‘(2) the term ‘veterans’ benefits’ means any
14
benefit provided under Federal law for a veteran or
15
a dependent or survivor of a veteran.’’.

(b) CLERICAL AMENDMENT.—The table of sections
17
for chapter 47 of title 18, United States Code, is amended
18
by adding at the end the following:
19
‘‘1041. Fraud regarding veterans’ benefits.’’.
