IN THE SENATE OF THE UNITED STATES FEBRUARY 11, 2019 Mr. ALEXANDER, from the Committee on Health, Education, Labor, and Pen- sions, reported the following original bill which was referred to the Com- mittee on Rules and Administration RESOLUTION Authorizing expenditures by the Committee on Health, Education, Labor, and Pensions. Resolved, That, in carrying out its powers, duties, and 1 functions under the Standing Rules of the Senate, in ac- 2 cordance with its jurisdiction under rule XXV of such 3 rules, including holding hearings, reporting such hearings, 4 and making investigations as authorized by paragraphs 1 5 and 8 of rule XXVI of the Standing Rules of the Senate, 6 the Committee on Health, Education, Labor, and Pen- 7 sions is authorized from March 1, 2019, through Sep- 8 tember 30, 2019; October 1, 2019, through September 30, 9 2020; and October 1, 2020, through February 28, 2021, 10 VerDate Sep 11 2014 23:06 Feb 11, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\SR64.IS SR64 pamtmann on DSKBFK8HB2PROD with BILLS 2 •SRES 64 IS in its discretion (1) to make expenditures from the contin- 1 gent fund of the Senate, (2) to employ personnel, and (3) 2 with the prior consent of the Government department or 3 agency concerned and the Committee on Rules and Ad- 4 ministration, to use on a reimbursable or nonreimbursable 5 basis the services of personnel of any such department or 6 agency. 7 SEC. 2(a). The expenses of the committee for the pe- 8 riod March 1, 2019, through September 30, 2019, under 9 this resolution shall not exceed $5,451,418, of which 10 amount (1) not to exceed $75,000 may be expended for 11 the procurement of the services of individual consultants, 12 or organizations thereof (as authorized by section 202(i) 13 of the Legislative Reorganization Act of 1946, as amend- 14 ed), and (2) not to exceed $25,000 may be expended for 15 the training of the professional staff of such committee 16 (under procedures specified by section 202(j) of the Legis- 17 lative Reorganization Act of 1946). 18 (b) For the period October 1, 2019, through Sep- 19 tember 30, 2020, expenses of the committee under this 20 resolution shall not exceed $9,345,288, of which amount 21 (1) not to exceed $75,000 may be expended for the pro- 22 curement of the services of individual consultants, or orga- 23 nizations thereof (as authorized by section 202(i) of the 24 Legislative Reorganization Act of 1946, as amended), and 25 VerDate Sep 11 2014 00:02 Feb 12, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\SR64.IS SR64 pamtmann on DSKBFK8HB2PROD with BILLS 3 •SRES 64 IS (2) not to exceed $25,000 may be expended for the train- 1 ing of the professional staff of such committee (under pro- 2 cedures specified by section 202(j) of the Legislative Reor- 3 ganization Act of 1946). 4 (c) For the period October 1, 2020, through Feb- 5 ruary 28, 2021, expenses of the committee under this res- 6 olution shall not exceed $3,893,870, of which amount (1) 7 not to exceed $75,000 may be expended for the procure- 8 ment of the services of individual consultants, or organiza- 9 tions thereof (as authorized by section 202(i) of the Legis- 10 lative Reorganization Act of 1946, as amended), and (2) 11 not to exceed $25,000 may be expended for the training 12 of the professional staff of such committee (under proce- 13 dures specified by section 202(j) of the Legislative Reorga- 14 nization Act of 1946). 15 SEC. 3. The committee shall report its findings, to- 16 gether with such recommendations for legislation as it 17 deems advisable, to the Senate at the earliest practicable 18 date, but not later than February 29, 2019, and February 19 28, 2020, respectively. 20 SEC. 4. Expenses of the committee under this resolu- 21 tion shall be paid from the contingent fund of the Senate 22 upon vouchers approved by the chairman of the com- 23 mittee, except that vouchers shall not be required (1) for 24 the disbursement of salaries of employees paid at an an- 25 VerDate Sep 11 2014 23:06 Feb 11, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\SR64.IS SR64 pamtmann on DSKBFK8HB2PROD with BILLS 4 •SRES 64 IS nual rate, or (2) for the payment of telecommunications 1 provided by the Office of the Sergeant at Arms and Door- 2 keeper, United States Senate, or (3) for the payment of 3 stationery supplies purchased through the Keeper of the 4 Stationery, United States Senate, or (4) for payments to 5 the Postmaster, United States Senate, or (5) for the pay- 6 ment of metered charges on copying equipment provided 7 by the Office of the Sergeant at Arms and Doorkeeper, 8 United States Senate, or (6) for the payment of Senate 9 Recording and Photographic Services, or (7) for payment 10 of franked and mass mail costs by the Sergeant at Arms 11 and Doorkeeper, United States Senate. 12 SEC. 5.
