Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. LIMITATION ON AUTHORITY OF STATES AND LO- 1 CALITIES TO REGULATE CONDUCT IN RELA- 2 TION TO RIFLES OR SHOTGUNS. 3 Section 927 of title 18, United States Code, is 4 amended— 5 (1) by striking ‘‘No’’ and inserting ‘‘(a) Except 6 as provided in subsection (b), no’’; and 7 (2) by adding after and below the end the fol- 8 lowing: 9 ‘‘(b)(1) A State or a political subdivision of a State 10 may not impose any regulation, prohibition, or registration 11 or licensing requirement with respect to the design, manu- 12 facture, importation, sale, transfer, possession, or marking 13 of a rifle or shotgun that has moved in, or any such con- 14 duct that affects, interstate or foreign commerce, that is 15 more restrictive, or impose any penalty, tax, fee, or charge 16 with respect to such a rifle or shotgun or such conduct, 17 in an amount greater, than is provided under Federal law. 18 To the extent that a law of a State or political subdivision 19 of a State, whether enacted before, on, or after the date 20 of the enactment of this subsection, violates the preceding 21 sentence, the law shall have no force or effect.
