To provide for the establishment of a national memorial
and national monument to commemorate those killed
by the collapse of the Saint Francis Dam on March
12, 1928, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Saint Francis Dam
4
Disaster National Memorial Act’’.

SEC. 2. DEFINITIONS.

(1) MEMORIAL.—The term ‘‘Memorial’’ means
1
the Saint Francis Dam Disaster National Memorial
2
authorized under section 3(a).

(2)
MONUMENT.—The
term
‘‘Monument’’
4
means the Saint Francis Dam Disaster National
5
Monument established by section 5(a).
6
(3) SECRETARY.—The term ‘‘Secretary’’ means
7
the Secretary of Agriculture.
8
(4) STATE.—The term ‘‘State’’ means the State
9
of California.

SEC. 3. SAINT FRANCIS DAM DISASTER NATIONAL MEMO-
11
RIAL.
12
(a) ESTABLISHMENT.—The Secretary may establish
13
a memorial at the Saint Francis Dam site in the county
14
of Los Angeles, California, for the purpose of honoring
15
the victims of the Saint Francis Dam disaster of March
16
12, 1928.
17
(b) REQUIREMENTS.—The Memorial shall be—
18
(1) known as the ‘‘Saint Francis Dam Disaster
19
National Memorial’’; and
20
(2) managed by the Forest Service.
21
(c) DONATIONS.—The Secretary may accept, hold,
22
administer, invest, and spend any gift, devise, or bequest
23
of real or personal property made to the Secretary for pur-

poses of developing, designing, constructing, and man-

aging the Memorial.

SEC. 4. RECOMMENDATIONS FOR MEMORIAL.

(a) IN GENERAL.—Not later than 3 years after the
4
date of enactment of this Act, the Secretary shall submit
5
to Congress recommendations regarding—
6
(1) the planning, design, construction, and
7
long-term management of the Memorial;
8
(2) the proposed boundaries of the Memorial;
9
(3) a visitor center and educational facilities at
10
the Memorial; and
11
(4) ensuring public access to the Memorial.

(b) CONSULTATION.—In preparing the recommenda-
13
tions required under subsection (a), the Secretary shall
14
consult with—
15
(1) appropriate Federal agencies;
16
(2) State, Tribal, and local governments, in-
17
cluding the Santa Clarita City Council; and
18
(3) the public.

SEC. 5. ESTABLISHMENT OF SAINT FRANCIS DAM DISASTER
20
NATIONAL MONUMENT.
21
(a) ESTABLISHMENT.—There is established as a na-
22
tional monument in the State certain National Forest Sys-
23
tem land administered by the Secretary in the county of
24
Los Angeles, California, comprising approximately 353

acres, as generally depicted on the map entitled ‘‘Proposed
1
Saint Francis Dam Disaster National Monument’’ and
2
dated September 12, 2018, to be known as the ‘‘Saint
3
Francis Dam Disaster National Monument’’.

(b) PURPOSE.—The purpose of the Monument is to
5
conserve and enhance for the benefit and enjoyment of the
6
public the cultural, archaeological, historical, watershed,
7
educational, and recreational resources and values of the
8
Monument.

SEC. 6. DUTIES OF THE SECRETARY WITH RESPECT TO
10
MONUMENT.

(a) MANAGEMENT PLAN.—
12
(1) IN GENERAL.—Not later than 4 years after
13
the date of enactment of this Act, the Secretary
14
shall develop a management plan for the Monument.
15
(2) CONSULTATION.—The management plan
16
shall be developed in consultation with—
17
(A) appropriate Federal agencies;
18
(B) State, Tribal, and local governments;
19
and
20
(C) the public.
21
(3) CONSIDERATIONS.—In developing and im-
22
plementing the management plan, the Secretary
23
shall, with respect to methods of protecting and pro-
24
viding access to the Monument, consider the rec-

ommendations of the Saint Francis Disaster Na-
1
tional Memorial Foundation, the Santa Clarita Val-
2
ley Historical Society, and the Community Hiking
3
Club of Santa Clarita.

(b) MANAGEMENT.—The Secretary shall manage the
5
Monument—
6
(1) in a manner that conserves and enhances
7
the cultural and historic resources of the Monument;
8
and
9
(2) in accordance with—
10
(A) the Forest and Rangeland Renewable
11
Resources Planning Act of 1974 (16 U.S.C.
12
1600 et seq.);
13
(B) the laws generally applicable to the
14
National Forest System;
15
(C) this Act; and
16
(D) any other applicable laws.
17
(c) USES.—
18
(1) USE OF MOTORIZED VEHICLES.—The use of
19
motorized vehicles within the Monument may be per-
20
mitted only—
21
(A) on roads designated for use by motor-
22
ized vehicles in the management plan required
23
under subsection (a);
24
(B) for administrative purposes; or

(C) for emergency responses.

(2) GRAZING.—The Secretary shall permit
2
grazing within the Monument, where established be-
3
fore the date of enactment of this Act—
4
(A) subject to all applicable laws (including
5
regulations and Executive orders); and
6
(B) consistent with the purpose described
7
in section 5(b).

SEC. 7. CLARIFICATION ON FUNDING.
9
(a) USE OF EXISTING FUNDS.—This Act shall be
10
carried out using amounts otherwise made available to the
11
Secretary.
12
(b) NO ADDITIONAL FUNDS.—No additional funds
13
are authorized to be appropriated to carry out this Act.
