To redesignate the Reconstruction Era National Monument
as the Reconstruction Era National Historical Park, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Reconstruction Era
4
National Historical Park Act’’.
5
SEC. 2. RECONSTRUCTION ERA NATIONAL HISTORICAL
6
PARK.

(a) DEFINITIONS.—In this section:

(1) HISTORICAL PARK.—The term ‘‘historical
1
park’’ means the Reconstruction Era National His-
2
torical Park.
3
(2) MAP.—The term ‘‘map’’ means the maps
4
entitled ‘‘Reconstruction Era National Monument
5
Old Beaufort Firehouse’’, numbered 550/135,755
6
and dated January 2017; ‘‘Reconstruction Era Na-
7
tional Monument Darrah Hall and Brick Baptist
8
Church’’, numbered 550/135,756 and dated January
9
2017; and ‘‘Reconstruction Era National Monument
10
Camp Saxton’’, numbered 550/135,757 and dated
11
January 2017, collectively.

(3) NETWORK.—The term ‘‘Network’’ means
13
the Reconstruction Era National Historic Network
14
established pursuant to this Act.
15
(4) SECRETARY.—The term ‘‘Secretary’’ means
16
the Secretary of the Interior.

(b) ESTABLISHMENT.—

(1) REDESIGNATION OF RECONSTRUCTION ERA
19
NATIONAL MONUMENT.—
20
(A) IN
GENERAL.—The Reconstruction
21
Era National Monument is redesignated as the
22
Reconstruction Era National Historical Park,
23
as generally depicted on the map.

(B) AVAILABILITY OF FUNDS.—Any funds
1
available for the purposes of the Reconstruction
2
Era National Monument shall be available for
3
the purposes of the historical park.
4
(C) REFERENCES.—Any references in a
5
law, regulation, document, record, map, or
6
other paper of the United States to the Recon-
7
struction Era National Monument shall be con-
8
sidered to be a reference to the historical park.
9
(2) BOUNDARY EXPANSION.—
10
(A) BEAUFORT NATIONAL HISTORIC LAND-
11
MARK DISTRICT.—Subject to subparagraph (D),
12
the Secretary is authorized to acquire land or
13
interests in land within the Beaufort National
14
Historic Landmark District that has historic
15
connection to the Reconstruction Era. Upon fi-
16
nalizing an agreement to acquire land, the Sec-
17
retary shall expand the boundary of the histor-
18
ical park to encompass the property.
19
(B) ST. HELENA ISLAND.—Subject to sub-
20
paragraph (D), the Secretary is authorized to
21
acquire the following and shall expand the
22
boundary of the historical park to include ac-
23
quisitions under this authority:

(i) Land and interests in land adja-
1
cent to the existing boundary on St. Hel-
2
ena Island, South Carolina, as reflected on
3
the map.

(ii) Land or interests in land on St.
5
Helena Island, South Carolina, that has a
6
historic connection to the Reconstruction
7
Era.
8
(C) CAMP SAXTON.—Subject to subpara-
9
graph (D), the Secretary is authorized to accept
10
administrative jurisdiction of Federal land or
11
interests in Federal land adjacent to the exist-
12
ing boundary at Camp Saxton, as reflected on
13
the map. Upon finalizing an agreement to ac-
14
cept administrative jurisdiction of Federal land
15
or interests in Federal land, the Secretary shall
16
expand the boundary of the historical park to
17
encompass that Federal land or interests in
18
Federal land.
19
(D) LAND ACQUISITION AUTHORITY.—The
20
Secretary may only acquire land under this Act
21
by donation, exchange or purchase with donated
22
funds.

(c) ADMINISTRATION.—

(1) IN GENERAL.—The Secretary shall admin-
1
ister the historical park in accordance with this Act
2
and with the laws generally applicable to units of the
3
National Park System.
4
(2) MANAGEMENT PLAN.—If the management
5
plan for the Reconstruction Era National Monu-
6
ment—
7
(A) has not been completed on or before
8
the date of enactment of this Act, the Secretary
9
shall incorporate all provisions of this Act into
10
the planning process and complete a manage-
11
ment plan for the historical park within 3
12
years; and
13
(B) has been completed on or before the
14
date of enactment of this Act, the Secretary
15
shall update the plan incorporating the provi-
16
sions of this Act.

SEC. 3. RECONSTRUCTION ERA NATIONAL HISTORIC NET-
18
WORK.
19
(a) IN GENERAL.—The Secretary shall—
20
(1) establish, within the National Park Service,
21
a program to be known as the ‘‘Reconstruction Era
22
National Historic Network’’;

(2) not later than 1 year after the date of the
1
enactment of this Act, solicit proposals from sites in-
2
terested in being a part of the Network; and
3
(3) administer the Network through the Recon-
4
struction Era National Historical Park.
5
(b) DUTIES OF SECRETARY.—In carrying out the
6
Network, the Secretary shall—
7
(1) review studies and reports to complement
8
and not duplicate studies of the historical impor-
9
tance of Reconstruction Era that may be underway
10
or completed, such as the National Park Service Re-
11
construction Handbook and the National Park Serv-
12
ice Theme Study on Reconstruction;
13
(2) produce and disseminate appropriate edu-
14
cational and promotional materials relating to the
15
Reconstruction Era and the sites in the network,
16
such as handbooks, maps, interpretive guides, or
17
electronic information;
18
(3) enter into appropriate cooperative agree-
19
ments and memoranda of understanding to provide
20
technical assistance;
21
(4)(A) create and adopt an official, uniform
22
symbol or device for the Network; and
23
(B) issue regulations for the use of the symbol
24
or device adopted under subparagraph (A); and

(5) conduct research relating to Reconstruction
1
and the Reconstruction Era.
2
(c) ELEMENTS.—The Network shall encompass the
3
following elements—
4
(1) all units and programs of the National Park
5
Service that are determined by the Secretary to re-
6
late to the Reconstruction Era;
7
(2) other Federal, State, local, and privately
8
owned properties that the Secretary determines—
9
(A) relate to the Reconstruction Era; and
10
(B) are included in, or determined by the
11
Secretary to be eligible for inclusion in, the Na-
12
tional Register of Historic Places; and
13
(3) other governmental and nongovernmental
14
sites, facilities, and programs of an educational, re-
15
search, or interpretive nature that are directly re-
16
lated to the Reconstruction Era.

(d) COOPERATIVE AGREEMENTS AND MEMORANDA
18
OF UNDERSTANDING.—To achieve the purposes of this
19
Act and to ensure effective coordination of the Federal
20
and non-Federal elements of the Network and units and
21
programs of the National Park Service, the Secretary may
22
enter into cooperative agreements and memoranda of un-
23
derstanding with, and provide technical assistance to, the
24
heads of other Federal agencies, States, units of local gov-
