AN ACT
To amend title 5, United States Code, to allow whistleblowers
to disclose information to certain recipients.
Be it enacted by the Senate and House of Representa-

SECTION 1. RECIPIENTS OF WHISTLEBLOWER DISCLO-

SURES.

Section 2302(b)(8)(B) of title 5, United States Code,
3
is amended by striking ‘‘or to the Inspector’’ and all that
4
follows through ‘‘such disclosures’’ and inserting ‘‘the In-
5
spector General of an agency, a supervisor in the employ-
6
ee’s direct chain of command up to and including the head
7
of the employing agency, or to an employee designated by
8
any of the aforementioned individuals for the purpose of
9
receiving such disclosures’’.

SEC. 2. DETERMINATION OF BUDGETARY EFFECTS.

The budgetary effects of this Act, for the purpose of
12
complying with the Statutory Pay-As-You-Go Act of 2010,
13
shall be determined by reference to the latest statement
14
titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this
15
Act, submitted for printing in the Congressional Record
16
by the Chairman of the House Budget Committee, pro-
17
vided that such statement has been submitted prior to the
18
vote on passage.
