Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Federal Adjustment 4 of Income Rates Act of 2019’’ or the ‘‘FAIR Act’’. 5 SEC. 2. ADJUSTMENT TO RATES OF PAY. 6 (a) STATUTORY PAY SYSTEMS.—The adjustment in 7 rates of basic pay for employees under the statutory pay 8 VerDate Sep 11 2014 18:48 Feb 19, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S426.IS S426 pamtmann on DSKBFK8HB2PROD with BILLS 2 •S 426 IS systems (as defined in section 5302 of title 5, United 1 States Code) that takes effect in fiscal year 2020 under 2 section 5303 of title 5, United States Code, shall be an 3 increase of 3.6 percent, and such adjustments shall be ef- 4 fective as of the first day of the first applicable pay period 5 beginning on or after January 1, 2020. 6 (b) PREVAILING RATE EMPLOYEES.—The adjust- 7 ment in rates of basic pay for the statutory pay systems 8 that take place in fiscal year 2020 under sections 5344 9 and 5348 of title 5, United States Code, shall be equal 10 to the percentage adjustment received by employees in the 11 same location whose rates of basic pay are adjusted pursu- 12 ant to the statutory pay systems under subsection (a) of 13 this section and 5304 of title 5, United States Code.
