international education, and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ββAdvancing Inter-
4
national and Foreign Language Education Actββ.
5
SEC. 2. GRADUATE AND UNDERGRADUATE LANGUAGE AND

AREA CENTERS AND PROGRAMS.

Section 602(b)(2)(B)(ii) of the Higher Education Act

ββ(a) PURPOSE.βThe purpose of this section is to

support international and foreign language education re-
17
search and innovation projects that encourage and con-
18
tribute to comprehensive and ongoing assessment and
19
strengthening of the United States capacity in inter-
20
national education, including program development, co-
21
ordination, delivery, and outcomes in order to meet na-
22
tional needs.

OF ELIGIBLE GRANT RECIPI-

ENT.βIn this section, the term βeligible grant recipientβ
2
means the following:

ββ(1) An institution of higher education.
4
ββ(2) A public or private nonprofit library.
5
ββ(3) A nonprofit educational organization.
6
ββ(4) An entity that has received a grant under
7
any program under this title for any preceding year.
8
ββ(5) A partnership or consortium of 2 or more
9
entities described in paragraphs (1) through (4).

ββ(c) PROGRAM AUTHORIZED.β
11
ββ(1) IN GENERAL.βFrom amounts made avail-
12
able to carry out this section, the Secretary mayβ
13
ββ(A) conduct research and studies that
14
contribute to the purposes of this title, includ-
15
ing research to provide a systematic under-
16
standing of our Nationβs international and for-
17
eign language education capacity, structures,
18
and effectiveness in meeting growing demands
19
in the education, government, business, and
20
nonprofit sectors;
21
ββ(B) create innovative paradigms, or en-
22
hance or scale up proven strategies and prac-
23
tices, that address systemic challenges to devel-

language education resources and expertiseβ

ββ(i) for incorporating across edu-

cational disciplines and institutions; and

ββ(ii) for employers and other stake-

holders; and

ββ(C) develop and manage a national stand-

ardized database on the strengths, gaps, and
8
trends in the Nationβs international and foreign
9
language education capacity, and document the
10
outcomes of programs funded under this title
11
every grant cycle.

ββ(2) METHOD OF IMPLEMENTATION.βThe Sec-

retary may carry out the activities described in para-
14
graph (1) directly or through grants or contracts to
15
eligible grant recipients in accordance with sub-
16
section (d).

competitive basis, to eligible entities to pay for the

Federal share of research and studies relating to the

systematic development, collection, analysis, publica-

tion resources in a manner that is easily understand-

able and made publicly available, and that contrib-

utes to achieving the purposes of this title. Such re-

search and studies may include any of the following:

ββ(A) Assessing and documenting inter-

national and foreign language education capac-
7
ity and supply, such asβ
8
ββ(i) studies and surveys to determine
9
the numbers of foreign language courses,
10
programs, and enrollments at all levels of
11
education and in all languages, including a
12
determination of gaps in those courses or
13
programs determined to be critical to the
14
national interest;

ββ(ii) studies and surveys of the num-
16
ber and types of degrees or certificates
17
awarded in foreign language studies, area
18
studies, global studies, and international
19
business and professional studies, including
20
identification of gaps in those areas of
21
study determined critical to the national
22
interest;

ββ(iii) studies and surveys, by lan-

guage, degree, and world area, ofβ
