Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Advancing Inter- 4 national and Foreign Language Education Act’’. 5 SEC. 2. INTERNATIONAL RESEARCH AND INNOVATION. 10 Part A of title VI of the Higher Education Act of 11 1965 (20 U.S.C. 1121 et seq.) is amended— 12 (1) by striking sections 605 and 606 and insert- 13 ing the following: 14 ‘‘SEC. 605. INTERNATIONAL RESEARCH AND INNOVATION. 15 ‘‘(a) PURPOSE.—The purpose of this section is to 16 support international and foreign language education re- 17 search and innovation projects that encourage and con- 18 tribute to comprehensive and ongoing assessment and 19 strengthening of the United States capacity in inter- 20 national education, including program development, co- 21 ordination, delivery, and outcomes in order to meet na- 22 tional needs. 23 VerDate Sep 11 2014 20:49 Feb 14, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S342.IS S342 pamtmann on DSKBFK8HB2PROD with BILLS 3 •S 342 IS ‘‘(b) DEFINITION OF ELIGIBLE GRANT RECIPI- 1 ENT.—In this section, the term ‘eligible grant recipient’ 2 means the following: 3 ‘‘(1) An institution of higher education. 4 ‘‘(2) A public or private nonprofit library. 5 ‘‘(3) A nonprofit educational organization. 6 ‘‘(4) An entity that has received a grant under 7 any program under this title for any preceding year. 8 ‘‘(5) A partnership or consortium of 2 or more 9 entities described in paragraphs (1) through (4). 10 ‘‘(c) PROGRAM AUTHORIZED.— 11 ‘‘(1) IN GENERAL.—From amounts made avail- 12 able to carry out this section, the Secretary may— 13 ‘‘(A) conduct research and studies that 14 contribute to the purposes of this title, includ- 15 ing research to provide a systematic under- 16 standing of our Nation’s international and for- 17 eign language education capacity, structures, 18 and effectiveness in meeting growing demands 19 in the education, government, business, and 20 nonprofit sectors; 21 ‘‘(B) create innovative paradigms, or en- 22 hance or scale up proven strategies and prac- 23 tices, that address systemic challenges to devel- 24 VerDate Sep 11 2014 20:49 Feb 14, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S342.IS S342 pamtmann on DSKBFK8HB2PROD with BILLS 4 •S 342 IS oping and delivering international and foreign 1 language education resources and expertise— 2 ‘‘(i) for incorporating across edu- 3 cational disciplines and institutions; and 4 ‘‘(ii) for employers and other stake- 5 holders; and 6 ‘‘(C) develop and manage a national stand- 7 ardized database on the strengths, gaps, and 8 trends in the Nation’s international and foreign 9 language education capacity, and document the 10 outcomes of programs funded under this title 11 every grant cycle. 12 ‘‘(2) METHOD OF IMPLEMENTATION.—The Sec- 13 retary may carry out the activities described in para- 14 graph (1) directly or through grants or contracts to 15 eligible grant recipients in accordance with sub- 16 section (d). 17 ‘‘(d) RESEARCH AND STUDY AND INNOVATION 18 GRANTS.— 19 ‘‘(1) RESEARCH AND STUDY GRANTS AUTHOR- 20 IZED.—From amounts made available to carry out 21 this section, the Secretary may award grants, on a 22 competitive basis, to eligible entities to pay for the 23 Federal share of research and studies relating to the 24 systematic development, collection, analysis, publica- 25 VerDate Sep 11 2014 20:49 Feb 14, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S342.IS S342 pamtmann on DSKBFK8HB2PROD with BILLS 5 •S 342 IS tion, and dissemination of data and other informa- 1 tion resources in a manner that is easily understand- 2 able and made publicly available, and that contrib- 3 utes to achieving the purposes of this title. Such re- 4 search and studies may include any of the following: 5 ‘‘(A) Assessing and documenting inter- 6 national and foreign language education capac- 7 ity and supply, such as— 8 ‘‘(i) studies and surveys to determine 9 the numbers of foreign language courses, 10 programs, and enrollments at all levels of 11 education and in all languages, including a 12 determination of gaps in those courses or 13 programs determined to be critical to the 14 national interest; 15 ‘‘(ii) studies and surveys of the num- 16 ber and types of degrees or certificates 17 awarded in foreign language studies, area 18 studies, global studies, and international 19 business and professional studies, including 20 identification of gaps in those areas of 21 study determined critical to the national 22 interest; and 5 ‘‘(II) the number of foreign lan- 6 guage studies teachers in grades kin- 7 dergarten through grade 12; and 8 ‘‘(iv) studies and surveys of the num- 9 ber of undergraduate and graduate stu- 10 dents engaging in long- or short-term edu- 11 cation abroad or internship abroad pro- 12 grams as part of their curriculum, includ- 13 ing the countries of destination. 14 ‘‘(B) Assessing the demands for inter- 15 national and foreign language education, the 16 outcomes of international and foreign language 17 education programs, and the alignment of such 18 demand and outcomes, such as— 19 ‘‘(i) studies, surveys, and research 20 symposia to determine— 21 ‘‘(I) the demand for increased or 22 improved instruction in foreign lan- 23 guage studies, area studies, global 24 VerDate Sep 11 2014 20:49 Feb 14, 2019 Jkt 089200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\S342.IS S342 pamtmann on DSKBFK8HB2PROD with BILLS 7 •S 342 IS studies, or other international fields; 1 and 2 ‘‘(II) the demand for employees 3 with such skills and knowledge in gov- 4 ernment, education, and the private 5 sector; 6 ‘‘(ii) studies, surveys, and research 7 symposia to assess the employment or uti- 8 lization of graduates of programs sup- 9 ported under this title by governmental, 10 educational, and private sector entities; 11 and 12 ‘‘(iii) studies, surveys, and research 13 symposia to assess standardized outcomes 14 and the effectiveness and benchmarking of 15 programs supported under this title. 16 ‘‘(C) The development and publication of 17 specialized materials for use in foreign language 18 studies, area studies, global studies, and other 19 international studies, including in international 20 business and other professional education, as 21 appropriate. 22 ‘‘(D) Studies and surveys that identify and 23 document systemic challenges and changes 24 needed in higher education and elementary 25 VerDate Sep 11 2014 20:49 Feb 14, 2019 Jkt 089200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\S342.IS S342 pamtmann on DSKBFK8HB2PROD with BILLS 8 •S 342 IS school and secondary school systems to make 1 international and foreign language education 2 available to all students as part of the basic 3 curriculum, which may include— 4 ‘‘(i) challenges in current evaluation 5 standards; 6 ‘‘(ii) program entrance and gradua- 7 tion requirements; 8 ‘‘(iii) program accreditation; 9 ‘‘(iv) student postsecondary degree re- 10 quirements; or 11 ‘‘(v) legal or workplace barriers for 12 teachers and faculty to education and re- 13 search abroad. 14 ‘‘(E) Studies and surveys that identify and 15 document, in underrepresented institutions of 16 higher education (including minority-serving in- 17 stitutions and community colleges)— 18 ‘‘(i) systemic challenges and changes, 19 incentives, and partnerships needed to 20 internationalize educational programming 21 in a comprehensive and sustainable way; 22 and 23 VerDate Sep 11 2014 20:49 Feb 14, 2019 Jkt 089200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\S342.IS S342 pamtmann on DSKBFK8HB2PROD with BILLS 9 •S 342 IS ‘‘(ii) short- and long-term outcomes of 1 successful internationalization strategies 2 and funding models. 3 ‘‘(F) Evaluation of the extent to which 4 programs supported under this title reflect di- 5 verse perspectives and a wide range of views 6 and generate debate on world regions and inter- 7 national affairs, as described in the application 8 submitted by the eligible recipient under para- 9 graph (3). 10 ‘‘(2) INNOVATION PROJECT GRANTS AUTHOR- 11 IZED.— 12 ‘‘(A) IN GENERAL.—For any fiscal year 13 for which the aggregate amount of funds made 14 available under this title is greater than such 15 amount for fiscal year 2019, the Secretary may 16 use such excess amount made available for this 17 section to pay for the Federal share of innova- 18 tion projects that— 19 ‘‘(i) are consistent with the purposes 20 of this title; 13 ‘‘(II) sharing international spe- 14 cialist expertise across institutions of 15 higher education or in the workforce 16 to pursue specialization or learning 17 opportunities not available at any sin- 18 gle institution of higher education, 19 such as shared courses for studying— 20 ‘‘(aa) less commonly taught 21 languages, world areas, or re- 22 gions; 3 ‘‘(III) producing, collecting, orga- 4 nizing, preserving, and widely dissemi- 5 nating international and foreign lan- 6 guage education expertise, resources, 7 courses, and other information 8 through the use of electronic tech- 9 nologies and other networking tech- 10 niques that contribute to the purposes 11 of this title; 12 ‘‘(IV) coordinating initiatives to 13 identify, implement, and provide ongo- 14 ing access to and creation of digital 15 global library resources; and 16 ‘‘(V) utilizing technology to cre- 17 ate open source resources in inter- 18 national studies, area studies, global 19 studies, and foreign language studies 20 that— 21 ‘‘(aa) are adaptable to mul- 22 tiple educational settings; and 8 ‘‘(IV) new approaches and meth- 9 ods to teaching emerging global 10 issues, cross-regional interactions, and 11 underrepresented regions or countries, 12 such as project- and team-based 13 learning. 14 ‘‘(iii) Innovative assessment and out- 15 come tools and techniques that further the 16 purposes of this title, such as— 17 ‘‘(I) international and foreign 18 language education assessment tech- 19 niques that are coupled with outcome- 20 focused training modules and that 21 meet the purposes of this title, such 22 as certificates and badges, immersion 23 learning, or e-portfolio systems;
