Authorizing expenditures by the Committee on Commerce, Science, and
Transportation.
IN THE SENATE OF THE UNITED STATES
FEBRUARY 6, 2019
Mr. WICKER, from the Committee on Commerce, Science, and Transportation,
reported the following original resolution; which was referred to the Com-
mittee on Rules and Administration
RESOLUTION
Authorizing expenditures by the Committee on Commerce,
Science, and Transportation.
Resolved, That, in carrying out its powers, duties, and

functions under the Standing Rules of the Senate, in ac-
2
cordance with its jurisdiction under Rule XXV of the
3
Standing Rules of the Senate, including holding hearings,
4
reporting such hearings, and making investigations as au-
5
thorized by paragraphs 1 and 8 of rule XXVI of the
6
Standing Rules of the Senate, the Committee on Com-
7
merce, Science, and Transportation is authorized from
8
March 1, 2019, through February 28, 2021, in its discre-
9
tion—

(1) to make expenditures from the contingent
1
fund of the Senate;
2
(2) to employ personnel; and
3
(3) with the prior consent of the Government
4
department or agency concerned and the Committee
5
on Rules and Administration, to use on a reimburs-
6
able or nonreimbursable basis the services of per-
7
sonnel of any such department or agency.

SEC. 2. (a) The expenses of the committee for the
9
period from March 1, 2019, through September 30, 2019,
10
under this resolution shall not exceed $4,155,132, of
11
which amount—
12
(1) not to exceed $50,000 may be expended for
13
the procurement of the services of individual consult-
14
ants, or organizations thereof (as authorized by sec-
15
tion 202(i) of the Legislative Reorganization Act of
16
1946 (2 U.S.C. 4301(i))); and
17
(2) not to exceed $50,000 may be expended for
18
the training of the professional staff of the com-
19
mittee (under procedures specified by section 202(j)
20
of the Legislative Reorganization Act of 1946 (2
21
U.S.C. 4301(j))).

(b) For the period October 1, 2019, through Sep-
23
tember 30, 2020, expenses of the committee under this
24
resolution shall not exceed $7,104,057, of which amount—

olution shall not exceed $2,960,024, of which amount—

(1) not to exceed $50,000 may be expended for
14
the procurement of the services of individual consult-
15
ants, or organizations thereof (as authorized by sec-
16
tion 202(i) of the Legislative Reorganization Act of
17
1946 (2 U.S.C. 4301(i))); and
18
(2) not to exceed $50,000 may be expended for
19
the training of the professional staff of the com-
20
mittee (under procedures specified by section 202(j)
21
of the Legislative Reorganization Act of 1946 (2
22
U.S.C. 4301(j))).

SEC. 3. Expenses of the committee under this resolu-
24
tion shall be paid from the contingent fund of the Senate

upon vouchers approved by the chairman of the com-
1
mittee, except that vouchers shall not be required for—
2
(1) the disbursement of salaries of employees
3
paid at an annual rate;
4
(2) the payment of telecommunications provided
5
by the Office of the Sergeant at Arms and Door-
6
keeper;
7
(3) the payment of stationery supplies pur-
8
chased through the Keeper of the Stationery;
9
(4) payments to the Postmaster of the Senate;
10
(5) the payment of metered charges on copying
11
equipment provided by the Office of the Sergeant at
12
Arms and Doorkeeper;
13
(6) the payment of Senate Recording and Pho-
14
tographic Services; or
15
(7) the payment of franked and mass mail costs
16
by the Sergeant at Arms and Doorkeeper.

SEC. 4. There are authorized to be paid from the ap-
18
propriations account for ‘‘Expenses of Inquiries and Inves-
19
tigations’’ of the Senate such sums as may be necessary
20
for agency contributions related to the compensation of
21
employees of the committee for—
22
(1) the period from March 1, 2019, through
23
September 30, 2019;
