To establish the Springfield Race Riot National Historic
Monument in the State of Illinois, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Springfield Race Riot
4
National Historic Monument Act’’.

SEC. 2. DEFINITIONS.

In this Act:
2
(1) HISTORIC MONUMENT.—The term ‘‘Historic
3
Monument’’ means the Springfield Race Riot Na-
4
tional Historic Monument established by section
5
3(a)(1).
6
(2) MAP.—The term ‘‘Map’’ means the map en-
7
titled ‘‘Springfield Race Riot National Memorial
8
Proposed Boundary’’, numbered 687/148588, and
9
dated October 2018.
10
(3) SECRETARY.—The term ‘‘Secretary’’ means
11
the Secretary of the Interior, acting through the Di-
12
rector of the National Park Service.

SEC. 3. ESTABLISHMENT OF SPRINGFIELD RACE RIOT NA-
14
TIONAL HISTORIC MONUMENT.

(a) ESTABLISHMENT.—
16
(1) IN GENERAL.—Subject to paragraph (2),
17
there is established the Springfield Race Riot Na-
18
tional Historic Monument in the State of Illinois, as
19
a unit of the National Park System, to preserve,
20
protect, and interpret for the benefit of present and
21
future generations resources associated with the
22
Springfield Race Riot of 1908 and the role of the
23
riot in the formation of the National Association for
24
the Advancement of Colored People.

CONDITIONS.—The
Historic
Monument
1
shall not be established until the date on which the
2
Secretary acquires sufficient land within the bound-
3
ary of the Historic Monument to constitute a man-
4
ageable unit.
5
(b) BOUNDARIES.—The boundaries of the Historic
6
Monument shall be the boundaries generally depicted on
7
the Map.
8
(c) AVAILABILITY OF MAP.—The Map shall be on file
9
and available for public inspection in the appropriate of-
10
fices of the National Park Service.
11
(d) ACQUISITION
OF AUTHORITY.—The Secretary
12
may acquire any land or interest in land located within
13
the boundary of the Historic Monument by—
14
(1) donation;
15
(2)
purchase
with
donated
or
appropriated
16
funds; or
17
(3) exchange.
18
(e) AGREEMENTS.—The Secretary may enter into
19
agreements with—
20
(1) the city of Springfield, Illinois, for the pur-
21
pose of establishing and operating outside of the
22
Historic Monument boundary facilities for adminis-
23
tration and visitor services; and

(2) other public or private entities for the pur-
1
poses of carrying out this Act.

(f) ADMINISTRATION.—
3
(1) IN GENERAL.—The Secretary shall admin-
4
ister the Historic Monument in accordance with—
5
(A) this Act; and
6
(B) the laws generally applicable to units
7
of the National Park System.
8
(2) MANAGEMENT PLAN.—
9
(A)
DEADLINE
FOR
COMPLETION.—Not
10
later than 3 years after the date on which funds
11
are first made available to the Secretary for the
12
preparation of a general management plan for
13
the Historic Monument, the Secretary shall pre-
14
pare a general management plan for the His-
15
toric Monument in accordance with section
16
100502 of title 54, United States Code.
17
(B) SUBMISSION TO CONGRESS.—On com-
18
pletion of the general management plan under
19
subparagraph (A), the Secretary shall submit to
20
the Committee on Natural Resources of the
21
House of Representatives and the Committee
22
on Energy and Natural Resources of the Senate
23
the general management plan prepared under
24
that subparagraph.

SECTION 1. SPECIAL RESOURCE STUDY OF THE SPRING-
1
FIELD RACE RIOT SITE.
2
(a) DEFINITIONS.—In this section:
3
(1) SECRETARY.—The term ‘‘Secretary’’ means
4
the Secretary of the Interior.
5
(2) STUDY AREA.—The term ‘‘study area’’ means
6
the Springfield Race Riot site in Springfield, Illinois,
7
and adjacent property.
8
(b) STUDY.—
9
(1) IN GENERAL.—The Secretary shall conduct a
10
special resource study of the study area.
11
(2) CONTENTS.—In conducting the study under
12
paragraph (1), the Secretary shall—
13
(A) evaluate the national significance of the
14
study area;
15
(B) determine the suitability and feasibility
16
of designating the study area as a unit of the
17
National Park System;
18
(C) consider other alternatives for preserva-
19
tion, protection, and interpretation of the study
20
area by the Federal Government, State or local
21
government entities, or private and nonprofit or-
22
ganizations;
23
(D) consult with interested Federal agen-
24
cies, State or local governmental entities, private

and nonprofit organizations, or any other inter-

ested individuals; and
2
(E) identify cost estimates for any Federal
3
acquisition, development, interpretation, oper-
4
ation, and maintenance associated with the al-
5
ternatives.

(3) APPLICABLE
LAW.—The study required
7
under paragraph (1) shall be conducted in accordance
8
with section 100507 of title 54, United States Code.
9
(c) REPORT.—Not later than 3 years after the date on
10
which funds are first made available for the study under
11
subsection (b), the Secretary shall submit to the Committee
12
on Energy and Natural Resources of the Senate and the
13
Committee on Natural Resources of the House of Represent-
14
atives a report that describes—
15
(1) the results of the study; and
16
(2) any conclusions and recommendations of the
17
Secretary.
18
Amend the title so as to read: ‘‘A bill to require the
Secretary of the Interior to conduct a special resource
study of the Springfield Race Riot site in the State of Il-
linois, and for other purposes.’’.
