A BILL
To amend title 18, United States Code, to extend the cov-
erage of the Federal prohibition against stalking in order
to provide protection to friends and co-workers, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Expanded Stalking
4
Protections Act of 2019’’.

SEC. 2. STALKING.

(a) IN GENERAL.—Section 2261A of title 18, United
2
States Code, is amended—
3
(1) by striking ‘‘Whoever’’ and inserting ‘‘(a)
4
IN GENERAL.—Whoever’’;
5
(2) in paragraph (1)(A)(ii), by striking ‘‘or’’;
6
(3) in paragraph (1)(A)(iii), by striking ‘‘or’’
7
after the semicolon;
8
(4) by adding at the end of paragraph (1)(A)
9
the following:
10
‘‘(iv) a friend of that person; or
11
‘‘(v) a co-worker of that person; or’’;
12
and
13
(5) by adding at the end of the following:

‘‘(b) DEFINITIONS.—In this section:
15
‘‘(1) CO-WORKER.—The term ‘co-worker’ means
16
a person with whom one has a work relationship,
17
without regard to any hierarchy within the organiza-
18
tion.
19
‘‘(2) FRIEND.—The term ‘friend’ means a per-
20
son with whom one has a bond of mutual affection,
21
exclusive of intimate or family relations.’’.

(b) CONFORMING AMENDMENTS.—Section 2261A, as
23
amended by subsection (a), is further amended—
24
(1) in paragraph (1)(B), by striking ‘‘or (iii)’’
25
and inserting ‘‘(iii), (iv), or (v)’’;
