the Committee on Transportation and Infrastructure
A BILL
To reinstate requirements pertaining to electronically con-
trolled pneumatic brake systems on high-hazard flam-
mable unit trains, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Oil and Flammable
4
Material Rail Transportation Safety Act’’.
5
SEC. 2. REINSTATEMENT OF REQUIREMENTS.
6
On and after the date that is 90 days after the date
7
of enactment of this Act—
8
(1) the final rule of the Department of Trans-
9
portation dated September 25, 2018, and titled

‘‘Hazardous Materials: Removal of Electronically

for High Hazard Flammable Unit Trains’’ (83 Fed.

Reg. 48393) shall have no force and effect; and
4
(2) each regulation removed or otherwise
5
amended by such final rule shall be restored and re-
6
vived as if such final rule had not been issued.
