IN THE SENATE OF THE UNITED STATES FEBRUARY 5, 2019 Mr. GRASSLEY, from the Committee on Finance, reported the following origi- nal resolution; which was referred to the Committee on Rules and Admin- istration RESOLUTION Authorizing expenditures by the Committee on Finance. Resolved, That, in carrying out its powers, duties, and 1 functions under the Standing Rules of the Senate, in ac- 2 cordance with its jurisdiction under rule XXV of such 3 rules, including holding hearings, reporting such hearings, 4 and making investigations as authorized by paragraphs 1 5 and 8 of rule XXVI of the Standing Rules of the Senate, 6 the Committee on Finance is authorized from March 1, 7 2019, through September 30, 2019; October 1, 2019, 8 through September 30, 2020; and October 1, 2020, 9 through February 28, 2021, in its discretion (1) to make 10 expenditures from the contingent fund of the Senate, (2) 11 VerDate Sep 11 2014 02:32 Feb 06, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\SR40.IS SR40 kjohnson on DSK79L0C42 with BILLS 2 •SRES 40 IS to employ personnel, and (3) with the prior consent of the 1 Government department or agency concerned and the 2 Committee on Rules and Administration, to use on a reim- 3 bursable or non-reimbursable basis the services of per- 4 sonnel of any such department or agency. 5 SEC. 2a. The expenses of the committee for the pe- 6 riod March 1, 2019, through September 30, 2019, under 7 this resolution shall not exceed $5,119,003, of which 8 amount (1) not to exceed $17,500 may be expended for 9 the procurement of the services of individual consultants, 10 or organizations thereof (as authorized by section 202(i) 11 of the Legislative Reorganization Act of 1946, as amend- 12 ed), and (2) not to exceed $5,833 may be expended for 13 the training of the professional staff of such committee 14 (under procedures specified by section 202(j) of the Legis- 15 lative Reorganization Act of 1946). 16 (b) For the period October 1, 2019, through Sep- 17 tember 30, 2020, expenses of the committee under this 18 resolution shall not exceed $8,775,434, of which amount 19 (1) not to exceed $30,000 may be expended for the pro- 20 curement of the services of individual consultants, or orga- 21 nizations thereof (as authorized by section 202(i) of the 22 Legislative Reorganization Act of 1946, as amended), and 23 (2) not to exceed $10,000 may be expended for the train- 24 ing of the professional staff of such committee (under pro- 25 VerDate Sep 11 2014 02:32 Feb 06, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\SR40.IS SR40 kjohnson on DSK79L0C42 with BILLS 3 •SRES 40 IS cedures specified by section 202(j) of the Legislative Reor- 1 ganization Act of 1946). 2 (c) For the period October 1, 2020, through Feb- 3 ruary 28, 2021, expenses of the committee under this res- 4 olution shall not exceed $3,656,431 of which amount (1) 5 not to exceed $12,500 may be expended for the procure- 6 ment of the services of individual consultants, or organiza- 7 tions thereof (as authorized by section 202(i) of the Legis- 8 lative Reorganization Act of 1946, as amended), and (2) 9 not to exceed $4,166 may be expended for the training 10 of the professional staff of such committee (under proce- 11 dures specified by section 202(j) of the Legislative Reorga- 12 nization Act of 1946). 13 SEC. 3. The committee shall report its findings, to- 14 gether with such recommendations for legislation as it 15 deems advisable, to the Senate at the earliest practicable 16 date, but not later than February 28, 2019. 17 SEC. 4.
