To amend the American History and Civics Education program under the
Elementary and Secondary Education Act of 1965 to require inclusion
of programs that educate students about the history and principles of
the Constitution of the United States, including the Bill of Rights.

A BILL
To amend the American History and Civics Education pro-
gram under the Elementary and Secondary Education
Act of 1965 to require inclusion of programs that edu-
cate students about the history and principles of the
Constitution of the United States, including the Bill of
Rights.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Constitution Education
4
Is Valuable in Community Schools Act of 2019’’ or
5
‘‘CIVICS Act of 2019’’.

SEC. 2. NATIONAL ACTIVITIES.

Section 2233(b) of the Elementary and Secondary
2
Education Act of 1965 (20 U.S.C. 6663(b)) is amended
3
by striking paragraphs (1) and (2) and inserting the fol-
4
lowing:
5
‘‘(1) shall—
6
‘‘(A) show potential to improve the quality
7
of student achievement in, and teaching of,
8
American history, civics and government, or ge-
9
ography, in elementary schools and secondary
10
schools;
11
‘‘(B) demonstrate innovation, scalability,
12
accountability, and a focus on underserved pop-
13
ulations; and
14
‘‘(C) include programs that educate stu-
15
dents about the history and principles of the
16
Constitution of the United States, including the
17
Bill of Rights; and
18
‘‘(2) may include hands-on civic engagement ac-
19
tivities for teachers and students.’’.
