Mr. CORNYN (for himself and Mr. HEINRICH) introduced the following bill;
which was read twice and referred to the Committee on Commerce,
Science, and Transportation
A BILL
To require the Secretary of Energy to carry out a program
relating to physical security and cybersecurity for pipe-
lines and liquefied natural gas facilities.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Pipeline and LNG Fa-
4
cility Cybersecurity Preparedness Act’’.

SEC. 2. PHYSICAL SECURITY AND CYBERSECURITY FOR

PIPELINES AND LIQUEFIED NATURAL GAS

FACILITIES.

The Secretary of Energy, in carrying out the Depart-
4
ment of Energy’s functions pursuant to the Department
5
of Energy Organization Act (42 U.S.C. 7101 et seq.), and
6
in consultation with appropriate Federal agencies, rep-
7
resentatives of the energy sector, the States, and other
8
stakeholders, shall carry out a program—
9
(1) to establish policies and procedures to co-
10
ordinate Federal agencies, States, and the energy
11
sector, including through councils or other entities
12
engaged in sharing, analysis, or sector coordinating,
13
to ensure the security, resiliency, and survivability of
14
natural gas pipelines (including natural gas trans-
15
mission and distribution pipelines), hazardous liquid
16
pipelines, and liquefied natural gas facilities;
17
(2) to coordinate response and recovery by Fed-
18
eral agencies, States, and the energy sector, to phys-
19
ical incidents and cyber incidents impacting the en-
20
ergy sector;
21
(3) to develop, for voluntary use, advanced cy-
22
bersecurity applications and technologies for natural
23
gas pipelines (including natural gas transmission
24
and distribution pipelines), hazardous liquid pipe-
25
lines, and liquefied natural gas facilities;

(4) to perform pilot demonstration projects re-

lating to physical security and cybersecurity for nat-
2
ural gas pipelines (including natural gas trans-
3
mission and distribution pipelines), hazardous liquid
4
pipelines, and liquefied natural gas facilities with
5
representatives of the energy sector;
6
(5) to develop workforce development curricula
7
for the energy sector relating to physical security
8
and cybersecurity for natural gas pipelines (includ-
9
ing natural gas transmission and distribution pipe-
10
lines), hazardous liquid pipelines, and liquefied nat-
11
ural gas facilities; and
12
(6) to provide technical tools to help the energy
13
sector voluntarily evaluate, prioritize, and improve
14
physical security and cybersecurity capabilities of
15
natural gas pipelines (including natural gas trans-
16
mission and distribution pipelines), hazardous liquid
17
pipelines, and liquefied natural gas facilities.

SEC. 3. SAVINGS CLAUSE.
19
Nothing in this Act shall be construed to modify the
20
authority of any Federal agency other than the Depart-
21
ment of Energy relating to physical security or cybersecu-
22
rity for natural gas pipelines (including natural gas trans-
