Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDING. 1 Congress finds that since the Global Anti-Semitism 2 Review Act of 2004 was enacted, in many foreign coun- 3 tries acts of anti-Semitism have been frequent and wide 4 in scope, the perpetrators and variety of threats to Jewish 5 communities and their institutions have proliferated, and 6 in some countries anti-Semitic attacks have increased in 7 frequency, scope, violence, and deadliness. 8 SEC. 3. MONITORING AND COMBATING ANTI-SEMITISM. 9 (a) IN GENERAL.—Subsection (a) of section 59 of the 10 State Department Basic Authorities Act of 1956 (22 11 U.S.C. 2731) is amended— 12 (1) in paragraph (2)— 13 (A) in subparagraph (A)— 14 (i) by inserting before the period at 15 the end the following: ‘‘, who shall be ap- 16 pointed by the President, by and with the 17 advice and consent of the Senate’’; and 18 (ii) by adding at the end the following 19 new sentence: ‘‘The Special Envoy shall re- 20 port directly to the Secretary.’’; and 21 (B) in subparagraph (B)— 22 (i) in the heading, but striking ‘‘AP- 23 POINTMENT’’ and inserting ‘‘NOMINA- 24 TION’’; 25 (ii) by striking the first sentence; 26 VerDate Sep 11 2014 00:46 Jun 04, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6401 E:\BILLS\S238.RS S238 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 238 RS (iii) in the second sentence, by strik- 1 ing ‘‘If the Secretary determines that such 2 is appropriate, the Secretary may appoint’’ 3 and inserting ‘‘If the President determines 4 that such is appropriate, the President 5 may nominate’’; and 6 (iv) in the third sentence, by striking 7 ‘‘The Secretary may allow such officer or 8 employee to retain the position (and the 9 responsibilities associated with such posi- 10 tion) held by such officer or employee prior 11 to the appointment’’ and inserting ‘‘Such 12 officer or employee may not retain the po- 13 sition (or the responsibilities associated 14 with such position) held by such officer or 15 employee prior to the nomination’’; and 16 (2) by adding at the end the following new 17 paragraphs: 18 ‘‘(3) DUTIES.—The Special Envoy shall serve 19 as the primary advisor to, and coordinate efforts 20 across, the United States Government relating to 21 monitoring and combating anti-Semitism and anti- 22 Semitic incitement that occur in foreign countries. 23 VerDate Sep 11 2014 00:46 Jun 04, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6401 E:\BILLS\S238.RS S238 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 238 RS ‘‘(4) RANK AND STATUS OF AMBASSADOR.— 1 The Special Envoy shall have the rank of ambas- 2 sador. 3 ‘‘(5) QUALIFICATIONS.—The Special Envoy 4 should be a person of recognized distinction in the 5 field of— 6 ‘‘(A) combating anti-Semitism; 7 ‘‘(B) religious freedom; or 8 ‘‘(C) law enforcement.’’. 9 (b) NOMINATION.—Not later than 90 days after the 10 date of the enactment of this Act, and not later than 120 11 after any such position becomes vacant, the President 12 shall nominate the Special Envoy for Monitoring and 13 Combating anti-Semitism under section 59 of the State 14 Department Basic Authorities Act of 1956, as amended 15 by subsection (a) of this section. 16 SECTION 1.
