A BILL
To amend the Omnibus Crime Control and Safe Streets
Act of 1968 to provide death benefits for campus police
officers.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Officer Sean Collier
4
Campus Police Recognition Act of 2019’’.
5
SEC. 2. DEATH BENEFITS FOR CAMPUS POLICE OFFICERS.

Section 1204 of part L of title I of the Omnibus
7
Crime Control and Safe Streets Act of 1968 (34 U.S.C.
8
10284) is amended—

(1) by redesignating paragraphs (1) through
1
(9) as paragraphs (2) through (10), respectively;

(2) by inserting the following before paragraph

(2) (as so redesignated):

‘‘(1) ‘campus police officer’ means a police offi-
5
cer—
6
‘‘(A) who is authorized to enforce the
7
criminal laws (including the authorization to
8
make arrests); and
9
‘‘(B) who is employed by an institution of
10
higher education (as such term is defined in
11
section 101 of the Higher Education Act of
12
1965), including a police or similar department
13
operated by such institution;’’; and
14
(3) in paragraph (10) (as so redesignated)—
15
(A) in subparagraph (C)(ii), by striking
16
‘‘or’’ at the end;
17
(B) in subparagraph (D), by striking the
18
period at the end and inserting ‘‘; or’’ ; and
19
(C) by inserting after subparagraph (D)
20
the following:

‘‘(E) a campus police officer.’’.

SEC. 3. EFFECTIVE DATE.

The amendments made by this Act shall apply with
24
respect to a personal injury sustained in the line of duty
