Mr. GRAVES of Louisiana (for himself and Mr. LAMALFA) introduced the fol-
lowing bill; which was referred to the Committee on Appropriations, and
in addition to the Committees on Education and Labor, the Judiciary,
Homeland Security, Agriculture, Ways and Means, and Energy and Com-
merce, for a period to be subsequently determined by the Speaker, in
each case for consideration of such provisions as fall within the jurisdic-
tion of the committee concerned
A BILL
To provide appropriations to secure the southern border of
the United States, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Savings Through Secu-
4
rity Act’’.

SEC. 2. APPROPRIATIONS FOR SECURING THE SOUTHERN
1
BORDER.
2
(a) APPROPRIATION.—Subject to subsection (c),
3
there is hereby appropriated, out of any money in the
4
Treasury not otherwise appropriated, such sums as the
5
Secretary of Homeland Security may from time to time
6
certify to the Secretary of the Treasury are necessary for
7
the Department of Homeland Security to procure and de-
8
ploy the necessary infrastructure, technology, and man-
9
power to secure the international border between the
10
United States and Mexico.
11
(b) AVAILABILITY.—Amounts appropriated under
12
this section shall remain available until expended.
13
(c) MAXIMUM
APPROPRIATION.—Not more than
14
$5,700,000,000 in total may be appropriated under the
15
authority provided by this section.

SEC. 3. REPORT ON COSTS ASSOCIATED WITH EXPENDI-
17
TURES ON UNAUTHORIZED ALIENS.
18
(a) REPORT REQUIRED.—Not later than 90 days
19
after the date of enactment of this Act, the head of each
20
department or agency listed in subsection (b) shall submit
21
to Congress and transmit to the Secretary of the Treasury
22
a report describing each amount such department or agen-
23
cy has expended in the previous fiscal year on activities
24
relating to aliens unlawfully present in the United States.

(b) DEPARTMENTS AND AGENCIES LISTED.—The de-

partments and agencies listed in this subsection are the
2
following:

(1) The Department of Education.

(2) The Department of Justice.
5
(3) The Department of Homeland Security.

(4) The Department of Agriculture.

(5) The Centers for Medicare & Medicaid Serv-
8
ices.

SEC. 4. REMISSION OF COST SAVINGS.
10
(a) IN GENERAL.—Not later than 30 days after the
11
end of the first fiscal year in which an amount is obligated
12
pursuant to the appropriation in section 2(a), and annu-
13
ally thereafter until the obligation of the maximum
14
amount described in section 2(c), the head of each depart-
15
ment or agency listed in section 3(b) shall remit to the
16
general fund of the Treasury an amount, to be derived
17
from the unobligated balances of each appropriate account
18
of such department or agency, that is equal to the extent
19
to which the head of such department or agency deter-
20
mines that such balance remains unobligated because of
21
the expenditures by the Secretary of Homeland Security,
22
pursuant to the appropriation under section 2(a), to se-
23
cure the international border between the United States
24
and Mexico.

(b) ANNUAL REPORT.—Not later than November 1

of the first fiscal year beginning after the date of the en-
2
actment of this Act, and annually thereafter, the head of
3
each department or agency listed in section 3(b) shall
4
jointly submit to Congress a report including any amount
5
saved by each such department or agency on expenditures
6
relating to aliens unlawfully present in the United States
7
in the preceding fiscal year because of the expenditures
8
of the Secretary of Homeland Security, pursuant to the
9
appropriation under section 2(a), to secure the inter-
10
national border between the United States and Mexico.
