A BILL
To provide for the unencumbering of title to non-Federal
land owned by Embry-Riddle Aeronautical University,
Florida, for purposes of economic development by convey-
ance of the Federal reversionary interest to the Univer-
sity.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Embry-Riddle Tri-City
4
Land Exchange Completion Act of 2019’’.

SEC. 2. DEFINITIONS.

In this Act:
2
(1) NON-FEDERAL LAND.—The term ‘‘non-Fed-
3
eral land’’ means the approximately 16-acre parcel
4
of University land identified in section 3(a) of Public
5
Law 105–363 (112 Stat. 3297).
6
(2) SECRETARY.—The term ‘‘Secretary’’ means
7
the Secretary of the Interior.

UNIVERSITY.—The
term
‘‘University’’

means Embry-Riddle Aeronautical University, Flor-
10
ida.

SEC. 3. CONVEYANCE OF FEDERAL REVERSIONARY INTER-
12
EST IN LAND LOCATED IN THE COUNTY OF
13
YAVAPAI, ARIZONA.

(a) CONVEYANCE.—
15
(1) IN GENERAL.—Notwithstanding any other
16
provision of law, if after the completion of the ap-
17
praisal required under subsection (b), the University
18
submits to the Secretary an offer to acquire the re-
19
versionary interests of the United States in and to
20
the non-Federal land, the Secretary shall convey to
21
the University the reversionary interests of the
22
United States in and to the non-Federal land for the
23
purpose of unencumbering the title to the non-Fed-
24
eral land to enable economic development of the non-
25
Federal land.

(2) LEGAL DESCRIPTIONS.—As soon as prac-

ticable after the date of enactment of this Act, the
2
exact legal description of the non-Federal land shall
3
be determined in a manner satisfactory to the Sec-
4
retary.

(3) ADDITIONAL
TERMS
AND
CONDITIONS.—
6
The Secretary may require such additional terms
7
and conditions to the conveyance under paragraph
8
(1), consistent with this Act, as the Secretary con-
9
siders appropriate to protect the interests of the
10
United States.
11
(4) COSTS.—The University shall pay all costs
12
associated with the conveyance under paragraph (1),
13
including the costs of the appraisal required under
14
subsection (b), the costs of any surveys, recording
15
costs, and other reasonable costs.

(b) APPRAISAL.—
17
(1) IN
GENERAL.—Not later than 180 days
18
after the date of enactment of this Act, the Sec-
19
retary shall complete an appraisal of the rever-
20
sionary interests of the United States in and to the
21
non-Federal land.
22
(2) APPLICABLE LAW.—The appraisal shall be
23
completed in accordance with—

(A) the Uniform Appraisal Standards for
1
Federal Land Acquisitions; and
2
(B) the Uniform Standards of Professional
3
Appraisal Practice.

(c) CONSIDERATION.—
5
(1) IN GENERAL.—As consideration for the con-
6
veyance of the reversionary interests of the United
7
States in and to the non-Federal land under this
8
Act, the University shall pay to the Secretary an
9
amount equal to the appraised value of the interests
10
of the United States, as determined under sub-
11
section (b).
12
(2) DEPOSIT; USE.—Amounts received under
13
paragraph (1) shall be—
14
(A) deposited in the Federal Land Dis-
15
posal Account established by section 206(a) of
16
the Federal Land Transaction Facilitation Act
17
(43 U.S.C. 2305(a)); and
18
(B) used in accordance with that Act (43
19
U.S.C. 2301 et seq.).
