A BILL
To authorize the Administrator of the Transportation Secu-
rity Administration to utilize the security service fee
to pay Transportation Security officer salaries during
a lapse in appropriations for the Transportation Security
Administration, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Pay Our TSA Screen-
4
ers Act of 2019’’.

SEC. 2. USE OF SECURITY SERVICE FEE TO PAY SALARIES

OF TRANSPORTATION SECURITY OFFICERS.

(a) IN GENERAL.—Notwithstanding any other provi-
3
sion of law, including section 44940 of title 49, United
4
States Code, during any lapse in appropriations with re-
5
spect to the Transportation Security Administration, the
6
Administrator of the Transportation Security Administra-
7
tion is authorized to utilize amounts payable to the Ad-
8
ministrator pursuant to the security service fee under such
9
section to pay Transportation Security officer salaries to
10
ensure effective continuity of security operations at air-
11
ports.

(b) NOTIFICATION TO CONGRESS.—If the Adminis-
13
trator of the Transportation Security Administration exer-
14
cises the authority provided under subsection (a), the Ad-
15
ministrator shall notify the Committee on Homeland Secu-
16
rity and the Committee on Appropriations of the House
17
of Representatives and the Committee on Commerce,
18
Science, and Transportation and the Committee on Appro-
19
priations of the Senate of such exercise.
20
(c) TERMINATION.—The authority provided under
21
subsection (a) terminates, with respect to any lapse in ap-
22
propriations with respect to the Transportation Security
23
Administration, on the date of the enactment of any Act
